Solano County invites you to apply for a challenging, fast paced, rewarding career as a Public Safety Dispatcher (Entry).  In this position you learn to receive, evaluate and relay requests for law enforcement, emergency and other services to the appropriate personnel.  This position is characterized by the responsibility to learn to dispatch law enforcement and emergency service personnel and to call for mutual aid assistance.  Incumbents learn to operate equipment contained in a public safety dispatch console, which includes multi-line telephones, TTY (teletype), TDD (telephone for deaf and disabled), pagers, radios and computer-aided dispatch equipment; techniques of acquiring essential information from emergency calls and  prioritizing requests for assistance; law enforcement terminology and public safety dispatch procedures.

A mandatory informational meeting is tentatively scheduled for the week of October 7, 2013.

The current recruitment is to fill a full-time regular position; however, the eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.


The current vacancies exist in the Sheriff's Office for a full-time position and extra-help position.

The eligible list created as a result of this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur throughout the County.


Dispatches law enforcement and emergency fire and/or medical services to respond to requests for services; receives and evaluates requests for service; monitors, receives and refers calls to a variety of other agencies such as California Department of Fish and Game, California Highway Patrol, city police departments, County Animal Control, Coroner, air and ground ambulances and the County Transportation Department; monitors availability of personnel and resources.


Answers multi-line phones and responds to emergency and non-emergency calls; enters calls and other information into computer system; monitors radio communications.


Monitors sheriff and fire unit location and status; maintains radio communications with field personnel; requests additional assistance from County and/or other agency personnel to respond to emergency situations as needed.


Operates phone, TTY (teletype), TDD (telephone for deaf and disabled), pagers, radios and computer-aided dispatch equipment; automated record-keeping systems; codes and procedures; maintains backup tapes on Dictaphone tape machines.


Maintains records of incoming service requests and responding actions; prepares reports of shift activity and briefs incoming shifts; monitors availability of personnel and response equipment; updates County map books; prepares citizen vacation watch requests; receives County burn status reports and coordinates burn activities with current burn status.

The certificate must contain a minimum corrected NET speed of 40 words per minute.  It must be a timed 3 - 5 minute test, include the gross number of words typed per minute, and the number of errors.  It may not be more than 12 months old at the time of application, must be from an accredited school or a qualified agency, and must contain the examiner's signature.  Certificate obtained through the internet (online) will not be accepted.

A net keyboard typing speed of 40 WPM is required. Submittal of the typying certificate is required by the application deadline, 9.6.13 at 5pm. Failure to submit the required typing certification will result in disqualification from proceeding in the recruitment process.


  • Candidates for positions in this class will be required to pass a background investigation, psychological examination and medical examination in accordance with applicable law, regulation and/or policy.
  • Incumbents shall satisfactorily complete the POST-certified Public Safety Dispatchers Basic Course within 12 months after the date of appointment.
  • Incumbents shall serve a probation period of twelve months.
  • Incumbents must be willing to work odd and irregular hours, including nights, weekends and holidays, rotating shifts, scheduled and emergency overtime and be available on call as required.
  • Incumbents must be willing to sit for long periods of time, and to work in a closed, confining and stressful environment.
  • Positions allocated to this class may require bilingual skills.

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  Salary advancement is authorized after satisfactory completion of additional periods outlined in the employee’s memoranda of understanding or the County’s Personnel and Salary Resolution.  Longevity, shift differential, bilingual, call-back and stand-by pay maybe available for some job classes. 


HOLIDAYS – Regular and limited-term employees receive 12 paid holidays per year.


ANNUAL/SICK LEAVE - Regular and limited-term employees accrue vacation leave at the rate of 10 days per year.  After a certain period of continuous service, employees accrue vacation time at a higher rate as outlined in the employee’s memoranda of understanding or resolution. Regular and limited-term full time employees accumulate 12 sick leave days per year.

RETIREMENT – Employees who have never been a member of any public retirement system prior to January 1, 2013, or who have moved between retirement systems and were not subject to reciprocity, or who have moved between public employers within a public retirement system after a break in service that is greater than six months are eligible for a miscellaneous retirement plan of the 2% at age 62 benefit formula.  Employees entering membership in Solano County’s miscellaneous retirement plan on or after May 4, 2012 but before January 1, 2013, or who have moved between public employers within a public retirement system with a break in service that is less than six months are eligible for a 2% at age 60 benefit formula.  Employees entering membership in Solano County’s miscellaneous retirement plan prior to May 4, 2012 are eligible for a 2.7% at age 55 benefit formula. 

HEALTH BENEFITS - Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job class). 


OTHER BENEFITS – Employees may also elect to participate in deferred compensation, credit union, life insurance, and flexible spending plan.  All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance.  An Employee Assistance Program is also provided.


EXTRA-HELP - Extra-help employees do not receive or accrue benefits of regular employees during their period of employment.


A mandatory informational meeting and written exam is tentatively scheduled for the week of October 7, 2013. Qualified candidates will either be pre-scheduled by the Department of Human Resources or be invited to self-schedule.

EXTRA-HELP – An employee appointed to an extra-help position must meet all the requirements of the corresponding regular position.  Extra-help employees cannot work more than 999 hours in the fiscal year.  Extra-help employees are excluded from civil service and do not have rights to regular or continued employment.
