Introduction

Clinical Psychologists work in the Mental Health Services and Public Health Services Divisions of the Health and Social Services Department.  

In Mental Health Services, the  Clinical Psychologist administers court-ordered psychological interviews, testing and evaluations to mentally ill offenders, facilitates weekly sex offender group therapy sessions, and provides referrals for County Probation Department clients, as well as conducts psychometric assessment of children and adolescents who often present with complex conditions that can include developmental syndromes and other problems that without proper assessment would go unidentified and possibly result in an ineffective treatment approach, whether psychiatric or non-medical services.  

In the Integrated Care Clinic in Family Health Services, the Clinical Psychologist conducts risk assessments on AB109 clients and occasional psychological testing on other psychiatric patients, provides brief therapy and group therapy for patients including severely persistently mentally ill adults, conduct clinical assessments for all new patients and triaging walk-ins for the clinics, as well as provide officer of the day services, provide referrals to other services and agencies, and serve as a resource for other staff and community agencies.  

The Health and Social Services Department is currently recruiting for a regular position in the Mental Health Services Division and a regular position in Public Health Services Division.

The eligible list established from this recruitment will be used to fill part-time and full-time regular, limited-term or extra-help positions as vacancies occur or the need arises.

The Position

Under direction, provides psychological evaluation and psychotherapy services to emotionally disturbed and mentally ill clients and their families; provides consultation to staff and community agencies; performs related duties as required.

This classification is for the fully qualified professional level Clinical Psychologist and is characterized by the performance of professional diagnostic and psychotherapeutic services which requires special training and licensing.  Incumbents of this class work as part of the clinical staff in providing community mental health services and may have supervisory responsibilities.

Examples of Duties

Duties may include but are not limited to the following:

1. Performs individual, group and family counseling and psychotherapy using a variety of treatment modalities to assist clients in exploring and gaining insight into their personality/emotional difficulty and helping them resolve their conflicts.

2. Selects and administers psychological tests and other diagnostic procedures; analyzes and interprets tests and observations of patterns of behavior.

3. Conducts clinical interviews with clients and relatives to elicit information regarding psychologically relevant material.

4. Prepares interpretive reports including diagnosis, prognosis, and other findings relevant to the disposition or treatment of the client (e.g., court reports, URC reports); testifies in court as needed; serves as a technical expert.

5. Consults with other agencies and various community groups regarding mental health issues (e. g., Parent United Group); confers with staff and other departments in case conferences and in-service training sessions; may provide lead supervision to technical and professional staff; addresses professional and lay groups regarding mental health related issues.

Education and Experience

Some experience as a licensed Clinical Psychologist in the treatment of emotionally disturbed and mentally ill clients within a community mental health environment which demonstrates possession of and competency in requisite knowledge and abilities.

Special Requirements

Possession of a Psychologist license issued by the State Board of Psychology is required in accordance with Section 5600 et. seq. of the California Welfare and Institutions Code.

BENEFITS

SALARY POLICIES - The starting salary is ordinarily the first rate shown on the front of the announcement.  Salary advancement is authorized after satisfactory completion of additional periods outlined in the employee’s memoranda of understanding or the County’s Personnel and Salary Resolution.  Longevity, shift differential, bilingual, call-back and stand-by pay maybe available for some job classes. 

HOLIDAYS – Regular and limited-term employees receive 12 paid holidays per year.

ANNUAL/SICK LEAVE - Regular and limited-term employees accrue vacation leave at the rate of ten days per year.  After a certain period of continuous service, employees accrue vacation time at a higher rate as outlined in the employee’s memoranda of understanding or resolution. Regular and limited-term full time employees accumulate 12 sick leave days per year.

RETIREMENT – Non-Safety – Employees who have never been a member of any public retirement system prior to January 1, 2013, or who have moved between retirement systems and were not subject to reciprocity, or who have moved between public employers within a public retirement system after a break in service that is greater than six months are eligible for a miscellaneous retirement plan of the 2% at age 62 benefit formula.  Employees entering membership in Solano County’s miscellaneous retirement plan on or after May 4, 2012 but before January 1, 2013, or who have moved between public employers within a public retirement system with a break in service that is less than six months are eligible for a 2% at age 60 benefit formula.  Employees entering membership in Solano County’s miscellaneous retirement plan prior to May 4, 2012 are eligible for a 2.7% at age 55 benefit formula.   

HEALTH BENEFITS - Employees and their dependents are eligible for vision and dental insurance with 100% of the cost paid by the County of Solano.  The County also participates in a cafeteria medical plan administered by PERS HealthCare (eligibility is dependent upon job class). 

OTHER BENEFITS – Employees may also elect to participate in deferred compensation, credit union, life insurance, and flexible spending plan.  All County employees are eligible to purchase auto and/or home owners, renter insurance from Liberty Mutual Insurance.  An Employee Assistance Program is also provided.

EXTRA-HELP - Extra-help employees do not receive or accrue benefits of regular employees during their period of employment.

Selection Process

Conditions of Employment
