REGIONAL DISASTER MEDICAL HEALTH SPECIALIST Open Competitive Examination SALARY: $1894.40 to $2303.20 bi-weekly (approximately $4104-$4990 per month) FILING PERIOD: September 6, 2005 through, September 30, 2005 TENTATIVE EXAMINATION DATE: TBA This examination is being given to fill a vacancy with San Joaquin County Emergency Medical Services Agency and to establish an eligible list to fill future vacancies. TYPICAL DUTIES: The Regional Disaster Medical Health Specialist is responsible for performing a variety of specialized assignments related to the Region IV Multi-Casualty Incident Plan and Medical-Health Mutual Aid system. Direction is received from the Emergency Medical Services Administrator. Coordinates, develops and implements regional disaster medical-health related response, operations and recovery plans for Region IV; updates and revises plans necessary to meet changes in laws and regulations; prepares and conducts exercises to test mutual aid plans and procedures with operational area participants; designs and conducts tests of state, regional, and local coordination of emergency plans;coordinates medical-health mutual aid response in support of other state regions and within county jurisdiction, as directed; Prepares narrative and statistical reports and correspondence in response to local, regional and state authorities;Provides advice and assistance to counties in implementing regional disaster and/or emergency plans, policies, and procedures; may provide training as directed; Reviews, interprets, and implements current, revised, or new local, regional, and/or state regulations, policies, and procedures; Attends conference and meetings to represent local, regional, and state emergency health needs; plans, organizes, and conducts meetings with representatives from Region IV counties. MINIMUM QUALIFICATIONS: Note: Supplemental application must be submitted with regular application. Education: Graduation from an accredited four-year college or university with major in public administration, business administration, health care administration, or a closely related field. Experience: One year administrative experience in emergency medical services systems and programs. Substitution: Additional direct administrative experience in emergency medical services systems and programs may substitute for the education on a year for year basis to a maximum of two years. License: Possession of a valid California driver’s license. Knowledge of: Health care and emergency medical service systems; principles of planning, developing and organizing; laws and regulations governing emergency medical services; methods, techniques, and programs used in providing emergency medical services; organization and structure of emergency medical services systems; Standardized Emergency Management Systems (SEMS); Incident Command System (ICS); and disaster and mutual aid procedures; basic computer operations, including pertinent software. Ability to: Assess and analyze emergency services; interpret complex laws and regulations; plan, design, and conduct mutual aid emergency exercises; utilize computers and office automation equipment; prepare narrative and statistical reports and correspondence; establish and maintain effective working relationships with a variety of agencies, organizations, and individuals; communicate effectively, orally and in writing. Physical/Mental Requirements: Mobility – frequent computer operation; sitting for long periods, walking, and driving; occasional standing for long periods of time, climbing stairs, crawling, pushing/pulling, and bending or squatting; Frequency of lifting - frequent lifting up to 30 pounds; Visual Requirements – constant overall vision, depth and color perception, ability to read and do close-up work, and frequent hand/eye coordination, field of vision and peripheral vision; Dexterity – constant holding, reaching, and grasping; frequent repetitive motion and writing; Hearing/Talking – constant hearing normal speech; frequent hearing on the telephone/radio, hearing faint sounds, talking in person, and talking on the telephone/radio; Emotional/Psychological – occasional exposure to emergency situations, trauma, grief or death; exposure to hazardous materials, working alone and travel, working from heights; frequent public contact, and decision-making; Special Requirements--may occasionally work weekends/nights; Environmental Conditions – occasionally exposed to noise, dirt, dust, smoke, fumes and poor ventilation, indoor heat and cold; frequently exposed to various weather conditions.
