JOB DESCRIPTION:
As part of the Airport Commission’s commitment to provide qualified candidates with valuable work experience in a variety of operational administrative capacities, the Airport Commission is continuing its Management Intern Program began in 1998. This program provides comprehensive exposure to airport operations and can be extremely beneficial in preparing for a career in airport management or business planning for public government and transportation entities. One position will include assignment with the Planning division of SFO. In addition to learning about SFO’s organizational structure and its management culture, trainees will be expected to assist management and staff in performing certain regular tasks and special projects.
WORKING CONDITIONS: Full-Time, 8:00 a.m. – 5:00 p.m., Monday – Friday. This position may require occasional work during evenings and weekends.
MINIMUM QUALIFICATIONS:
Possession of a Master’s Degree awarded 2004 to June 30, 2009 in one of the following subjects: Accounting, Business, Finance, Public Administration, Public Policy, Planning, or related field. Applicants failing to meet the requirement by the stipulated date will be subject to separation from employment.

POSITION PAPER TOPIC:
The volatility and unpredictability of the aviation industry has serious consequences for airlines and airport operators. Changes in airline network strategies, airline bankruptcies, mergers and takeovers, sudden increases in fuel prices, and downturns in the national and global economy can leave airports with fewer passengers and with less air service. In such turbulent market environment, the traditional approach to airport planning no longer works. The “build it and they will come” principle of traditional airport planning belongs to the past. So, as airport planners face increasingly volatile traffic and the associated difficulties inadequately forecast traffic demand, they are under pressure to deliver a financially feasible and economically efficient plan. This is particularly true when an Airport has to develop a new terminal facility or extensively retrofit an existing one.
SFO is in the process of planning for the redevelopment of Terminal 1, one of its two existing domestic terminals. Despite both national and regional trends in declining air traffic, more than 37 million passengers passed through SFO’s gates in 2008, marking an increase of 4.8% from 2007. The majority of the growth for SFO came in the Low Cost Carrier (LCC) domestic market where strong growth and expansion of service by both Southwest Airlines and Virgin America helped propel SFO’s domestic enplanements by 6.4%.
Given the unpredictability of LCC traffic and the decline in traffic experienced at SFO by legacy carriers on both domestic and international routes, what advice would you give to SFO planners as they start planning for a new facility that would replace the existing Terminal 1?

VERIFICATION:

SELECTION PROCEDURES:
Screening of Applications:
Applications will be screened for relevant qualifying experience and education. Additional mechanisms may be implemented in order to determine candidate’s qualifications. Only those applicants who most closely meet the needs of the Department will be invited to continue in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement in the process.
Oral/Performance Examination:
Candidates will be tested to determine their relative knowledge, skill and ability levels in job related areas. Candidates may be required to perform a written exercise as part of the oral/performance.
Transportation Security Administration (TSA) Security Clearance:
Candidates for employment with the San Francisco Airport Commission whose job duties require unescorted Air Operations Area (AOA) access or sterile area access will be required to undergo a criminal history record check, including FBI fingerprints, in order to determine eligibility for security clearance and will be required to undergo drug/alcohol screening. Per Civil Service Commission Rule Section 110.9.1, every applicant for an examination must possess and maintain the qualifications required by law and by the examination announcement for the examination. Failure to obtain and maintain security clearance may be basis for termination from employment with the Airport Commission.
