DIRECTOR, CHILDREN’S MEDICAL SERVICES

This is a Position-Based Test conducted in accordance with the Civil Service Rule 111A.
The position is currently located at the Department of Public Health. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
POSITION DESCRIPTION:
Under administrative direction of the Maternal, Child and Adolescent Health (MCAH) Director, the Director, Children’s Medical Services (CMS) is responsible for providing nursing leadership, oversight and administrative management of three major operational and nurse case management units and one medical therapy unit of interactive child health care programs: California Children’s Services (CCS), Medical Therapy Program (MTP), and the Health Care Program for Children Foster Care (HCPCFC). The essential job functions include:

Supervises the provision of health care services performed by a multi-disciplinary group of staff members;

Implements and monitors a care and treatment budget and Medi-Cal funds of $21 million;

Insures that State and Federal requirements are adhered to in allocations and regulations;

Develops policies and protocols which ensure quality management of the programs;

Directs the development of an annual program scope of work to be consistent with State and Federal mandates;

Recruits, contracts with and monitors private and community-oriented primary care health providers for the Child Health and Disability Prevention (CHDP) program and several hundred CCS pediatric physician specialists;

Analyzes newly enacted and proposed local, state and federal legislation policies and procedures;

Develops, implements and monitors various program budgets;
-
Reviews monthly expenditures and quarterly invoices and addresses issues with providers;

Assures that participating health care providers receive appropriate training in program policies and procedures;

Participates in program activities of other Health Department units;
-
Coordinates and collaborates Children’s Medical Services program activities with other Health Department divisions;

Oversees the development of interagency agreements with other agencies, health plans and programs;

Attends meetings with Bay Area CHDP Directors, Statewide Executive Committee for CCS, various advisory boards and related state and regional conferences and meetings;

Performs other duties as assigned.
Note: The normal annual salary range is $91,520 to $116,792. Appointment above the maximum of the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills. A special approval process is necessary for appointment above the normal salary range.

MINIMUM QUALIFICATIONS:
Possession of a Baccalaureate degree from an accredited college of Nursing with a Public Health certification; AND
Possession of a current licensure as a Public Health Nurse or Physician; AND
Five (5) years of increasingly responsible professional experience managing health care programs in a hospital, clinic or primary care setting and experience working for pediatric health programs.
DESIRABLE QUALIFICATIONS:
Master’s degree in Public Health Nursing or related field.
Proficiency in Microsoft Office Suite (Word, Excel and PowerPoint)

VERIFICATION:

Verification of experience: Verification of all experience needed to qualify must be on the employer's letterhead indicating the name of the applicant, job title, dates of employment, hours per week, duties performed and must be signed by the supervisor and/or appropriate representative. City employees do not need to submit verification of qualifying City work experience if experience gained is from the class to which appointed. Credit for experience obtained outside of the employee's class will only be allowed if recorded in accordance with the provisions of Civil Service Commission Rules. City employees relying upon qualifying work experience gained outside the City and County of San Francisco must submit written verification of such experience as described above. Verification of experience may be waived if impossible to obtain. The applicant must submit a signed statement with the application explaining why verification cannot be obtained. Waiver requests will be considered on a case-by-case basis. Failure to submit the required verification or request for a waiver at the time of filing may result in rejection of the application.

SELECTION PROCEDURES:
Depending upon the applicant pool the Department of Public Health may elect to utilize additional selection criteria on a qualifying or pass/fail basis.
