The Family Support Program Officer is responsible for ensuring the successful implementation of the Family Resource Center Initiative. This initiative includes $9 million a year in grants to neighborhood and population based Family Resource Centers. The Family Support Program Officer works closely with other Commission staff, including Preschool for All Staff, Evaluation Program Officer, and the Senior Program Officer to ensure integration of programs and technical assistance. This position requires experience in the field of family support, program design and assessment, and policy development.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Provides direction and administrative program oversight for the Family Resource Center Alignment Initiative. Responsibilities include: regular ongoing communications with department representatives, grantees, contract monitoring, and provision of technical assistance and grantee support.
- Prepares grantee contracts ensuring that all required documents and procedures are complete. Monitors expenditures related to the approved budgets, ensures reimbursement of authorized expenses, maintains supporting documentation of related contracts, and works with the Financial Administrator on year-end budget reconciliation.
- Ensures that grant reports, data collection requirements, scopes of work and evaluations are complete and up-to-date.
- Works with the Evaluation Program Officer and Evaluation Committee to support successful implementation of the FRC Alignment Evaluation Plan..
- Plans and develops technical assistance, consultation and cross training systems for the grantees to build capacity, infrastructure and program enhancement, and strengthen the family resource center alignment initiative.
- Understands and utilizes web-based data systems in monitoring contracts and supporting grantees.
- Coordinates work with the San Francisco Family Support Network.
- Conducts research, data analysis and prepares reports as assigned by the Executive Director and Sr. Program Officer. Remains abreast of current research, best practices, activities, and trends in the Family Support and School Readiness fields by reviewing professional publications, and attending related conferences, meetings and other events. .
- Works with the staff of other city departments to implement alignment of family support center funding, including coordination of cross departmental financial arrangements, initiative planning meetings, technical assistance implementation and other activities.
- Works collaboratively and participates in cross-disciplinary teams with Commission staff and other City departments. Participates in collaborative meetings among funders, San Francisco’s Family Support Network, non-profit organizations, Regional and State First 5 and other practitioners in the Family Support and School Readiness fields.
- Other duties and projects may be assigned.

· Remain abreast of developments in the fields of family support, school readiness, program evaluation and monitoring.
· Work harmoniously with agency personnel and First 5 SF partners.
EDUCATION:
Completion of a four year college or university with baccalaureate degree with major coursework in the human services field, public health, business or public administration; AND
EXPERIENCE:
Two years of professional experience in implementing community programs in a public or private non-profit agency; OR
SUBSTITUTION:
An equivalent combination of education and experience.
