INTRODUCTION

Position Description:


Under general direction of project leader the Business Analyst works with the Controller’s technical team to maintain several application systems. We are seeking an individual who can understand customer requirements, analyze how best to satisfy requirements, code and implement programs of high level of complexity; maintain the data and operational integrity of all systems; lead and participate in detail walkthroughs; monitor tasks deadlines; develop project plans and documentation. This individual will be a member of the technical team supporting the existing Payroll and Time Entry systems, which run on IBM mainframe using, COBOL, CICS, JCL, VSAM. Within a few months this individual will transition to the technical team implementing the new citywide PeopleSoft, Oracle, Payroll and Time Entry systems. Candidates must have clear oral and written communication skills and the ability to coordinate with client managers the implementation of changes to production systems. Employee must be willing to work a 40-hour week as determined by the department. Overtime work may be required. Employees must ensure their skills keep pace with technology.

Essential functions include but are not limited to:

  • Designing, coding, testing and debugging application programs using Cobol batch, CICS, and Easytrieve Plus, SQL;
  • Determining requirements for a new system and enhancements to existing systems; establishing a production environment, testing and migrating programs to production;
  • Developing JCL procedures using ISPF panels and IBM utilities;
  • Provide technical support for PeopleSoft HCM modules;
  • Provide Technical support for Oracle and SQL server relational databases;
  • Ensuring program specifications are complete; producing basic components to ensure complete programming; reviewing specifications submitted by users to ensure compatibility with current systems;
  • Analyzing, researching and repairing program logic and systems; modifying program logic according to specifications; testing and validating results;
  • Administering and troubleshooting production problems, back up and restore of data databases, refresh processes, and applying software upgrades;
  • Develop SQL queries and use other database tools to maintain payroll data and provide information to management;
  • Writing technical and procedural system documentation;
  • Work with Oracle database administrators, outside vendors and contractors, and other City staff to complete projects;
  • Performing special projects as required, including integration of City's payroll system with other citywide systems or projects;
  • Analyzing changes in city policies and procedures, to plan necessary system modifications;
  • Assisting in the evaluation and implementation of systems, as well as the preparation of proposals for new systems and enhancements;
  • Making informed, effective decisions and taking responsibility for project/task completion;
  • Effectively communicating orally and in writing in a clear, concise, business manner;
  • Establishing, maintaining and fostering harmonious working relationships with those contacted in the course of work.

 

 

Minimum Qualifications:

Currently an incumbent in Class 1053 Information Systems Business Analyst – Senior or currently on the Department of Human Resources 1053 Information Systems Business Analyst - Senior Employment Register;
OR

Possession of a baccalaureate degree from an accredited college or university; AND


Five (5) years of recent, verifiable experience in a data processing environment as a senior programmer or senior Business Analyst, with the ability to communicate expert knowledge of current and emerging techniques;


Additional Qualifications: This position requires experience with PeopleSoft HCM modules, Oracle and SQL server databases; solid experience programming in Cobol language.


Desirable Qualifications
:

  • Intermediate or advanced skill using office automation tools (Microsoft Office suite or equivalent);
  • Technical experience with PeopeTools 8.4x, PeopleCode, Application Engine, Workflow, PeopleSoft Infrastructure, Process Scheduler, PSQuery.
  • Ability to effectively interact with internal and external City personnel and outside vendors and contractors; Database development and report writing program knowledge; and
  • Knowledge of governmental accounting, payroll, governmental budgeting, database development and the City's accounting policies and procedures highly preferred.

Selection Process:

The selection process will include an evaluation of applications and an assessment of candidates’ relative job-related knowledge, skills and abilities by oral interview. Written and performance exercises may be included. Only those applicants who most closely meet the needs of the Department will be invited to participate in the selection process. Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.
