INTRODUCTION



Position Description:

This is a position on the Controller’s Financial Systems and Reporting Team of the Controller’s Office.   Under direction of the Payroll Systems Manager, this position provides functional and technical support for GEAC, the City’s mainframe (Cobol) Payroll System and Time Entry System (TESS), a rule based, client server system.  TESS is a front end to GEAC. We are seeking an individual who can work with the Payroll and Personal Services Division users to define business/system requirements and perform technical development and administrative duties for these systems.  This position must have thorough knowledge of relational databases and SQL language and experience with application development methodology.  The Controller’s Financial Systems and Reporting Team which supports all systems for the Controller’s Office.  Employee must be willing to work a 40-hour week as determined by the department.  Overtime work may be required. 

This position may also participate in the City’s new integrated Human Resources Information System which is a multi-agency, long term project to replace all the City’s Personnel and Payroll Systems including GEAC.

Essential duties of the job included, but are not limited to:

  • Experience interfacing with end users to capture business requirements and translating these requirements to system specifications and design, developing test case scenarios and testing insuring quality work product;  
  • Develop and maintain a thorough knowledge of all Time Entry System (TESS) and HR:M payroll systems;
  • Develop specialized queries and use other database tools to maintain TESS data and provide information to management;  
  • Working knowledge of SQL, and relational databases such as Microsoft (SQL & ACCES) and Oracle;  
  • Run imports to and exports from the database as needed.  As well developing specifications for interfaces from third party and to third party insuring that data is transported in a secure environment;
  • Evaluate the need for developing new systems and front ends, and make recommendations to the management team;
  • Manage application and systems implementation of federal and state payroll requirements and tax laws, local ordinances, and Memoranda of Understanding pertaining to all employee pay and benefits in a timely manner;  
  • Analyze contracts to identify payroll-related provisions and document them for assessment of TESS and payroll systems rule needs;  
  • Assist client and users to follow up on problems and resolve them before implementation including production problems;  
  • Prepare service requests and support documentation to implement system changes and new version implementation and coordination with PPSD managers;  
  • Analyze the feasibility of and develop requirements for new systems and enhancements to existing systems; ensure the system design fits the needs of the users; 
  • Effectively managing the stress of last minute projects so that others are not negatively impacted; 
  • Perform other duties as assigned.

Minimum Qualifications:

1.  Possession of a baccalaureate degree from an accredited college or university; AND

 

2. Three (3) years experience performing systems analysis and support for large, complex Payroll systems OR two years experience providing reporting system support and training on HRIS such as GEAC mainframe and SQL based applications. Must include experience with defining user requirements, acceptance testing, implementation support, report definition and specification, troubleshooting and problem resolution.

 

Additional Qualifications : This position also requires verifiable and recent senior level experience in database modeling and design of MS Access, SQL Server, and other relational databases, and specifying and developing financial reports using report-writing software.


Desirable Qualifications:


1. 
Design and maintenance of SQL based applications and mainframe applications using tools necessary to extract data from databases and knowledge of COBOL, JCL, TSO and CICS;   Demonstrated strong analytical, planning and organizational skills and abilities; 
2. 
Strong oral and written communication skills;
3. 
Ability to coordinate multiple tasks and competing priorities;
4. 
Ability to effectively interact with internal and external City personnel and outside vendors and contractors;  
5. 
Experience with database, data warehousing and report writing tools (Oracle, SQL, VSAM);   Intermediate or advanced skill using office automation tools (Microsoft Office suite or equivalent); 
6. 
Knowledge of governmental payroll, database development, and mainframe legacy systems and the City’s Payroll policies and procedures highly preferred.

Selection Process:

The selection process will include an evaluation of applications and an assessment of candidates’ relative job-related knowledge, skills and abilities by oral interview.  Written and performance exercises may be included.  Only those applicants who most closely meet the needs of the Department will be invited to participate in the selection process.  Applicants meeting the minimum qualifications are not guaranteed advancement to the interview.
