Under general supervision, the Environmental Specialist is responsible for assisting in managing and implementing environmental programs in the following specialty areas:

The essential functions performed by the Environmental Specialist include: assisting in the implementation of city ordinances and special projects; assisting in the development and coordination of environmental programs; interpreting and applying policies, laws and regulations; performing research, conducting analysis and making recommendations; writing letters, memos, reports, grants, publications and other documents; implementing the contract and grant making processes; promoting the department’s visibility in the community; assist in coordinating presentations and public outreach; and assisting in policy formulation and implementation. Positions require evening work. Minimum Qualifications: 1. Possession of a baccalaureate degree from an accredited college or university, and three (3) years of professional experience planning, coordinating, implementing and evaluating environmental programs. Two (2) years of this experience must be within the area of specialty; OR
2. Possession of a baccalaureate degree in public administration, business administration, environmental science or a closely related field from an accredited college, and two (2) years of this experience must be within the area of specialty.

Experience/Skills Assessment Survey Checklist: (Weight 100%) To provide an accurate evaluation and scoring of candidates’ qualifications, each applicant is required to prepare a experience/skills assessment survey checklist. The experience/skills assessment survey checklist is used to evaluate training and experience of applicants to determine possession of minimum qualifications, to rate candidates, and to determine qualification for specialty/functional areas. Failure to submit the required verification, experience/skills assessment survey checklist, and supplemental materials with the application may result in rejection of application.
Verification: Verification (proof) of all education and experience needed to qualify must be submitted when requested. Copies of diploma(s) and/or transcripts must be submitted to verify college education. Verification of qualifying work experience must be signed by the employer/supervisor on the employer's letterhead, and specify dates of service, job title(s) and duties performed, including percentage of time and/or hours spent performing duties which meet the minimum requirements. City and County employees will receive credit for the duties of the class to which appointed. Credit for experience obtained outside of the employee's class will only be allowed if recorded in accordance with the provisions of Civil Service Commission Rules. Civil Service Commission Rules and policy require that out of class assignments must be recorded and placed in the personnel file at the time (contemporaneous) the assignment is made. Assignments that are not recorded in accordance with this policy will NOT be credited as qualifying experience for this examination. City employees may submit performance evaluations as proof of qualifying City experience in lieu of other verification, but must verify outside qualifying experience as stated above. Verification may be waived if impossible to obtain. Waiver requests will not automatically be granted, but will be considered on a case-by-case basis. Failure to submit the required verification and/or request for waiver may result in rejection of the application.
SELECTION PROCEDURES: The names off all applicants meeting the Minimum Qualifications will be placed in an employment register for referral to hiring departments according to specialty/functionality areas were indicated on the supplemental application. Candidate’s scores and ranks in registers will be determined by an evaluation of the experience/skills assessment survey checklist, and the supplemental application. Candidate’s materials will be assessed to measure their relative knowledge, skill, and ability in specialty/functional areas. Departments will contact applicants whose experience/skills match department needs and will conduct further selection processes to make final hiring decisions. Applicants selected for hire by a department will be placed on an eligible list for permanent appointment to that department. Departments may require applicants to submit copies of regular City & County application forms, resumes, experience/skills assessment checklists, supplemental application and verification of education and experience or other documents.
Certification Rule: The certification rule for the eligible list resulting from this selection procedure will be the Rule of The List.
