The current position is located at the San Francisco Public Utilities Commission, Power Enterprise in San Francisco. The eligible list resulting from this examination may be utilized for future positions in this class in other City departments.
POSITION INFORMATION:
Under general direction, the Infrastructure Manager, Power Enterprise manages Program Area and Associated Staff in Combustion Turbine Project, Energy Efficiency, Renewable Generation and Transmission Project. Essential functions include: manages the 15-member staff responsible for planning, auditing, developing, siting, design, construction, monitoring and inspecting for power capital projects in the following areas: generation, energy efficiency, design compliance, and transmission. Continuously updates the 10 year Power Infrastructure Capital Improvement Program for Program Area; prepares and manages annual capital budgets related to Program Area, staffing plans, project schedules and status reports. Serves as most senior manager regularly coordinating with Department of the Environment to discuss energy projects, legislation, proceedings, programs and studies. Reviews the Department of Environment’s annual work order proposal to ensure activities are appropriate and well coordinated. Prioritizes work load to achieve the Power Enterprise objectives of providing reliable, “green” power at lowest net cost that is under City control, emphasizes energy efficiency, and is self sustaining. Assists and directs staff with: contracting issues (RFPs, RFQs, task orders), personnel, inter and intra Departmental conflicts, requests for information (from public, other Departments, Mayor’s Office, Citizens Advisory Committee), agreements (Memorandums Of Understanding , Letters Of Agreement, formal contracts, generator interconnection contracts, and associated approval), presentations, documentation, and process related work so that they can complete projects. Prepares commission correspondence and information as needed. Develops material for public information, lobby display and for the SFWATER website. Assists in hiring and training of Departmental staff necessary to maintain superior levels of successful planning and implementation.
Note: The normal annual salary range is $122,642 to $156,494. Appointments above the normal range may be considered based on documented and substantiated recruitment and retention issues or exceptional skills, and require a special approval process. MINIMUM QUALIFICATIONS:
1. Bachelor’s Degree in Project Management, Engineering, Planning, Economics, Finance or other related field; AND
2. Four (4) years project management experience in a public or private utility sector responsible for planning, auditing, development, siting, design, construction, monitoring and inspection for power capital projects in the following areas: generation with an emphasis on renewable technologies, energy efficiency, design compliance and transmission.
