Position Description:
The Manager III in this position serves as one of two deputies responsible for the project management and performance management functions of the City Services Auditor Division.
Essential functions of the position are: overall responsibility for planning, management and successful execution of analytical and technical assistance projects conducted by the City Services Auditor (CSA). Subject matter may include public health, public utilities, transportation, human services, public safety, economic and community development, and a range of other public policy areas. Typical projects may include organizational analysis, business process analysis, staffing analysis and the design of new or changed processes, programs and organizations to deliver public services effectively and efficiently and to meet legal mandates. The City Services Auditor works in cooperation with other city departments managing projects as appropriate. Projects are performed by Controller’s staff and/or through contracting with professional service firms and experts where necessary.
The City Performance Deputy Director supervises project managers and provides oversight to teams of staff analysts. Working with the Controller, CSA Director and other city staff and leadership, the Deputy Director develops an overall project plan; working with clients and staff; the Deputy Director specifies goals, analytical content and delivery method of projects, and negotiates scope and deliverables. The position works with the Director of the City Services Auditor Division to define organizational structure, staffing, and resources for the technical assistance/internal consulting function. The Deputy Director is responsible for setting professional standards and providing quality control appropriate to analytical and technical assistance work.
As part of the senior management team for the City Services Auditor Division, the Deputy Director participates in all phases of program planning, budgeting, staffing and coordinating the Division’s implementation of Charter Appendix F (City Services Auditor). The Deputy Director interfaces with all managerial levels of city/county government and outside agencies, and serves as a representative of the City Services Auditor Division and the Controller’s Office.
Minimum Qualifications:
1. Possession of a baccalaureate degree from an accredited college or university AND six (6) years of experience in project management, complex policy analysis, public administration, or consulting; OR
2. Possession of a master’s degree from an accredited college or university in public policy, public administration, business administration, or a related field AND four (4) years experience in project management, complex analysis, public administration, or consulting; OR
3. An equivalent combination of education and experience.
Desirable Qualifications:

Extensive background in analysis, project management, consulting and/or public or private administration.

Knowledge of and interest in current issues and “best practices” in local government, public management, and urban policy.

Ability to simultaneously manage multiple projects from design through implementation

Ability to synthesize complex data, operations information, legal requirements and create public policy solutions for local government.

Experience with hiring and managing staff at the project manger and analyst levels.

Experience with setting standards, creating policies and procedures, and managing the work environment for professional level staff.

Ability to make persuasive presentations to multiple audiences.

Selection Procedure:
Application Screening (Qualifying):
Applications will be screened for relevant qualifying experience. Desirable qualifications will be assessed in order to determine candidate's qualifications for the position.
Training and Experience Evaluation (Weight 100%):
Candidates will be evaluated and scored based on the information provided on their application and supplemental questionnaire to determine their possession of the following knowledge, skills, and abilities required for position 0931 Manager III, City Performance Deputy Director.
Knowledge of: Workings of local government and issues in public policy and management;
Research methodologies to determine which are appropriate for the City and County of San Francisco and to particular departments, services and programs.
Skills: Expert analytical, written and oral communication skills.
Ability to: Plan, assign, direct, schedule and review the work of professional staff; Make important decisions on complex managerial and analytical issues; Present information and recommendations effectively to policy-makers; Interact effectively with personnel at all organizational levels; Motivate staff and maintain a productive work environment.
Verification:
Verification of experience/education may be required at a later date. If verification is required, failure to provide it may result in disqualification from the selection process.
Certification Rule:
The certification rule will be Rule of the List. The names of the eligible candidates will be listed on the eligibility list in rank order based on the score achieved.
