JOB DESCRIPTION: 

 

The Department of Public Health’s Community Health Network – Advice Nurse Line is accepting applications for one (1) full time position in class 2320 Registered Nurse [Ambulatory Care Nursing] to function as a bilingual Spanish/English Advice Nurse.

 

This position is responsible for assisting in the management of patients’ healthcare by conducting triage assessments and providing nurse telephone advice for primary care patients who receive their healthcare within the Community Health Network.

 

ESSENTIAL DUTIES:

Under general supervision of the Nurse Manager of the Nurse Advice Line, the Registered Nurse is responsible for general clinical nursing duties that demonstrate a high level of independent functioning and clinical knowledge. The essential job functions include the following:

·         Answers incoming phone calls from primary care clinics and gives clinical advice to patients;

·         Collects, analyzes and interprets client/patient data using the nursing process via telephone;

·         Documents phone calls electronically, updating databases and makes assessments;

·         Functions as an Advice Nurse to the CHN  primary care clinics at an off-site location;

·         Schedules patient appointments, reviews patient records electronically; faxes requested documents electronically through computer software; and charts electronically to update patient information in the database;

·         Utilizes the advice protocols and protocol manual(s);

·         Utilizes and documents in multiple electronic medical record systems on a computer while speaking on the phone;

·         Triages the client/patient (e.g. determines the acuity of the client/patient condition);

·         Formulates impression of clients/patient’s condition;

·         Provides self-care advice;

·         Documents nursing assessment/advice given on appropriate records;

·         Maintains the quality of client/patient care;

·         Works in close contact with the Community Health Network’s New Patient Appointment Unit (NPAU) and provides RN level clinical consultation to that unit as needed; and

·         Performs other duties as assigned.

 

MINIMUM QUALIFICATIONS:

Specialty A:             Ambulatory Care Nursing

1.  Possession of a valid permanent/temporary (including interim permit) California Registered Nurse License;   AND

2. One (1) year of verifiable experience (equivalent to 2,000 hours) within the last five (5) years as a Registered Nurse in an acute care setting, ambulatory care or primary care clinic setting. 

 

SPECIAL CONDITION: 

This position requires English and Spanish language fluency. Successful candidates will be required to take and pass a language examination.

 

The above minimum qualification reflects special conditions associated with the position to be filled. They may differ from the standard minimum qualifications associated with this class code.

 

DESIRED QUALIFICATION(S):

  • Prior experience working in family practice, family planning and women’s health/prenatal care.
  • Prior experience working as a telephone advice nurse.
  • Prior experience or interest in developing and implementing relevant trainings for peers and/or colleagues.
  • Ability to demonstrate problem-solving skills.
  • Possession of a Bachelor of Nursing degree.
  • Excellent verbal and written communication skills.
  • Excellent time management skills.
  • Experience with Microsoft Excel, Word and PowerPoint.

 

The stated desirable qualifications may be considered at the end of the selection process when candidates are referred for hiring.

 

 

Cardiopulmonary Resuscitation (CPR) Certificate Requirement / Provision:

Possession of a valid Cardiopulmonary Resuscitation (CPR) Certificate issued by the American Heart Association is required as a provision to employment for all positions.  Eligibles who do not possess such a certification may participate in this examination process and be appointed to a position(s), but will be required to obtain the certificate within two (2) weeks of hire date and maintain validity throughout length of employment.  A photocopy of the valid Cardiopulmonary Resuscitation (CPR) Certificate must be provided to the appropriate supervisor of the appointment within the allotted time frame.  Failure to demonstrate/show proof of possession of valid certification within two (2) weeks of hire date and throughout length of employment may result in dismissal and/or termination of employment.

SELECTION PROCEDURES:

 

Drug Calculation Test/Written Exam: Candidates will be expected to pass a drug calculation test and/or a written exercise, depending on the specialty area, to continue in the examination process.                                                                        WEIGHT: Pass/Fail


Oral Examination: Candidates will be interviewed to determine their relative knowledge, ability and skill level in one or more of the following job related areas as appropriate. These areas may include, but not be limited to: knowledge of physiology and disease process; knowledge of current psychotropic and other medications; knowledge of standard of care; knowledge of multi-disciplinary team approach to patient care; ability to make and document nursing assessments; knowledge of principles of nursing care plans; ability to perform emergency nursing skills; ability to communicate; and knowledge of leadership principles.                                                                                           WEIGHT: 100%

 

The Certification Rule for this selection procedure will be Rule of Three Scores.
