    Interdepartment Transfer/Voluntary Demotion Eligibility Criteria:

      • Currently a permanent or probationary Administrative Supervisor.
                                         OR
      • Currently a permanent or probationary county employee with an equivalent salary to Grade 61*.
      • The difference between Step 5 of your current salary grade and Step 5 of Grade 61 is less than 5%, or at any hourly rate above Grade 61 and willing to voluntarily demote.
                                         AND
      • Meet the minimum qualifications of the classification.

POSITION INFORMATION

The current vacancy is with the Health and Human Services Department, Adult System of Care Division - Roseville/Cirby Hills location. The Cirby Hills site offers a variety of social services to Placer County adults who qualify. These services include mental health, substance use, Adult Protective Services, and In Home Support Services. In addition, the county psychiatric health facility (PHF) and crisis residential services are on site, providing 24 hour care for more intensive levels of mental health treatment.

 Duties for this position include:

  • Hire and supervise clerical staff
  • Provide orientation and training
  • Conduct annual performance evaluations and provide feedback/disciplinary action as necessary
  • Participate in staff development
  • Facilitate staff meetings and provide individual supervision
  • Oversee all mental health medical records and ensure regulatory compliance
  • Oversee storage of mental health closed files at Cirby Hills and Dewitt locations
  • Establish and maintain filing and reporting systems as necessary
  • Approve supply orders
  • Maintain record of all professional and automobile/drivers insurance
  • Submit Facility Services requests
  • Participate as a Safety Committee member
  • Reconcile bus ticket/taxi and hotel charges
  • Oversee HIPAA/Release of Information protocol
  • Operate AVATAR (The AVATAR system is a computer application that captures, manages, tracks, and reports data associated with Mental Health and Alcohol and Other Drugs for clients.)

DEFINITION

To plan, organize, direct and supervise office operations within an assigned department; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

The Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning, and evaluating the work of subordinates and is responsible for a program area within a work unit or department.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from management staff.

Exercises direct supervision over assigned secretarial and/or clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:
  • Recommend and assist in the implementation of goals and objectives; establish schedules and methods for office operations; implement office policies and procedures.
  • Plan, prioritize, assign, supervise and review the work of staff involved in providing administrative support.
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for office equipment and staffing; monitor and control expenditures.
  • Participate in the selection of staff; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve complaints.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the applicant's responsibility to identify in their application materials how they meet the Minimum Qualifications listed below.

Experience: Five years of increasingly responsible secretarial or clerical experience; with at least one year of lead experience.

Training: Equivalent to the completion of the twelfth grade preferably supplemented by college course work in business, administration, accounting or a related field.

License or Certificate:
May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of office management.
  • Principles and practices of related department computer hardware and software including spreadsheets, word processing and database packages.
  • Principles of supervision, training and performance evaluations.
  • Principles and practices of record keeping and record management.
  • Principles of budget monitoring.
  • Pertinent local, State and Federal laws, ordinances and rules.
  • English usage, spelling, grammar and punctuation.

Ability to:

  • Organize, implement and direct office operations/activities.
  • Supervise, train and evaluate assigned staff.
  • Interpret and explain pertinent County and department policies and procedures.
  • Assist in the development and monitoring of an assigned program budget.
  • Develop and recommend policies and procedures related to assigned office operations.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures.
  • On a continuous basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and write or use a keyboard to communicate through written means; and lift light weight.
