Lateral Transfer From Other Agencies/Public Agency Eligible List (PAEL) Process

An application is required in order for you to be placed on a Public Agency Eligible List (PAEL). Human Resources will review PAEL application materials for eligibility, and you will be notified of your status.

In addition to an application, applicants must complete and submit the following documents:

  1. Public Agency Eligible List Self-Certification – Required at time of application submission and filled out by applicant if number 2 is not attached to application.

  2. Public Agency Eligible List Interagency Information Request - Required upon conditional offer of employment and filled out by applicant and applicant’s current/former agency. Can be accepted at time of application submission in lieu of ‘Public Agency Eligible List Self-Certification’ form (number 1 above).

Note: These forms may be uploaded, emailed, Faxed or mailed. For instructions on these submittal options, please refer to the ‘Other’ tab in the online application.

Offers of employment to an applicant on a PAEL are made contingent upon receipt, verification and acceptance of the above listed documents.

If you qualify, your application will be placed on a Public Agency Eligible List (PAEL) for one year. You will be referred to departments as vacancies occur, as long as you continue to be eligible. Hiring departments determine who to interview based on a review of the available position and the application materials of applicants on all lists certified to the department. Please note, you will not be notified when the one year period is up and must reapply to be considered for future vacancies.

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination (which may include a drug screening and possibly a psychological evaluation), sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation (which may include a voice stress analysis and/or a polygraph, and/or be bonded). Additionally, positions in law enforcement classifications, and those supporting law enforcement functions will be required to complete a conviction history questionnaire prior to or during the interview process. Applicants for positions with access to Medi-Cal billing software or who are licensed providers must clear the Federal Exclusion List, credentialing, and social security verification.
