Introduction

Placer County is currently recruiting for two permanent full time Senior Supervising Building Crafts Mechanics.  The ideal candidate will possess strong leadership skills, experience with writing and managing contracts,  knowledge of preparing budgets, ability to effectively oversee multiple projects, excellent writing skills, and  extensive job knowledge in the areas of building maintenance, building crafts, and/or custodial services.

The Senior Supervising Building Crafts Mechanic functions as a key part of a team that ensures the County's facilities are well maintained and provide a safe physical environment for both employees and its customers. The Division of Facility Services maintains over 1.3 million square feet of private and public buildings  utilizing technology, equipment, and systems to increase energy efficiency and implements energy cost saving programs.

POSITION INFORMATION

With an office in Auburn, California, the Senior Supervising Building Crafts Mechanic is responsible for both private and public buildings throughout Placer County, covering an area from Roseville, Rocklin and Lincoln to North Lake Tahoe. This assignment is responsible for planning, organizing, and directing the activities of an assigned work unit.

DEFINITION

To plan, organize, and direct the activities of an assigned work section within the Building Maintenance Division of the Facility Service Department; to coordinate work section activities with other work sections, divisions, departments, and outside contractors; and to provide highly responsible technical and operational support to the Assistant Building Maintenance Superintendent or management designee.

DISTINGUISHING CHARACTERISTICS

The Senior Supervising Building Crafts Mechanic provides full second line, direct supervision to employees within a work section and/or assumes substantive and significant operational responsibility in a defined area or specialty, and provides a high level of administrative and technical support over projects, including those performed by contractors, within an assigned work section.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Assistant Building Maintenance Superintendent or management designee.

Exercises direct supervision over supervisory, building maintenance, custodial and administrative support personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Plan, develop, and oversee the work of an assigned work section involving building crafts, maintenance functions, and/or custodial activities within the Building Maintenance Division of the Facility Services Department.
  • Implement Division goals, objectives, policies and procedures; develop and implement policies and procedures for assigned work section; establish performance standards and methods for building maintenance activities.
  • Establish schedules and methods for the performance of assigned building crafts and maintenance activities.
  • Evaluate operations and activities of assigned work section; coordinate and monitor the work flow of an assigned work section; and recommend and implement improvements and modifications.
  • Plan, develop and oversee the work of staff involved in building maintenance functions and activities in assigned work section.
  • Evaluate operations and activities of assigned work section; implement improvements and modifications.
  • Participate in budget preparation and administration; monitor budget for assigned work section; prepare cost estimates for budget recommendations; submit justifications for staff, supplies, materials, and equipment; monitor and control expenditures.
  • Participate in the selection of staff; coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed to maintain the efficient and professional operation of an assigned work section.
  • Participate in the development, negotiation and administration of contracts, ensuring consistency with County standards and specifications, including the development of specifications and bid documents, the development and monitoring of contracts, and researching and resolving contractor issues.
  • Prepare project cost estimates involving multiple work units.
  • Participate in project management.
  • Oversee the utilization of an automated maintenance management system; schedule and assign work orders involving multiple work units.
  • Implement a preventative maintenance program for assigned work section; create preventative maintenance work orders.
  • Monitor and coordinate the performance and testing of fire and life safety equipment.
  • Review and maintain records of work performed; generate and review reports from automated maintenance management system for assigned work section.
  • Build and maintain positive working relationships with co-workers, other County employees, outside contractors, and the public using principles of good customer service.
  • Represent the Division to outside agencies, organizations, and contractors; provide technical assistance as necessary.
  • Answer questions and provide information to the public, other County departments and outside contractors; investigate complaints and recommend corrective action as necessary to resolve.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Five years of progressively responsible experience in designated building trades, construction management, or facilities management, including two years of supervisory responsibility.

Training: Equivalent to an Associate's degree from an accredited college or university with major course work in construction technology, engineering, architecture, facilities maintenance or a related field.  Two years or more of successful and recent work experience as a licensed General Contractor or a Construction Project Manager may be substituted for up to two years of education requirements.

License or Certificate

  • Possession of appropriate required certification relative to specific area of building crafts responsibility.
  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of building and mechanical trades and facilities maintenance.
  • Equipment, tools, and materials used in building trades, including those used in specific area of assignment, if applicable.
  • Pertinent local, State and Federal rules, regulations and laws.
  • Principles and practices of procedure development.
  • Principles and practices of workflow coordination and management.
  • Principles and practices of research, analysis and management.
  • Budgeting procedures and techniques.
  • Principles and practices of contract development, negotiation, and administration.

  • Automated systems used for the scheduling of maintenance activities and projects.
  • Principles of supervision, training and performance evaluations.
  • Principles and practices of work safety.
  • Modern office procedures, methods, and computer equipment.

Ability to:

  • Organize, implement and direct the building maintenance operations/activities of an assigned work section within the Building Maintenance Division.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policy and procedures.
  • On a continuous basis, sit at a desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone, and communicate through written means; regularly lift very heavy weight.
  • Interpret and explain pertinent County and Department policies and procedures.
  • Perform the most complex work of the work section.
  • Research and resolve issues related to workflow, contract compliance, and the overall effectiveness of the assigned work section. 
  • Assist in the development and monitoring of an assigned program budget.
  • Develop and recommend procedures related to assigned operations.
  • Communicate and work effectively with County departments and outside contractors.
  • Accurately develop project budgets and timelines.
  • Effectively monitor and inspect the work of outside contractors and resolve contract performance issues.
  • Effectively interpret contract documents related to scope of work.
  • Effectively coordinate and manage projects involving multiple building maintenance disciplines.
  • Supervise, train and evaluate assigned staff.
  • Communicate clearly and concisely, both orally and in writing.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Establish and maintain effective working relationships with those contacted in the course of work.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met.  Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.

MODIFIED AGENCY SHOP

All new permanent employees, with the exception of sworn law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
