The current vacancy resides in the Placer County Executive Office which has primary responsibility for supporting and implementing policy direction provided by the Board of Supervisors. The County Executive Office operates in a fast paced, dynamic environment. Given the dynamic nature of the work, managers must be skilled in addressing shifts in priorities while maintaining day-to-day operations within a framework of meeting critical deadlines. The position provides technical expertise and direction in support of the County Executive Office and its division, policy teams and County Departments.
The individual in this position will perform journey level budgetary and program analysis in cooperation with assigned departments and County Executive Office leadership. The position requires the ability to work collaboratively and communicate effectively with a range of professional and technical level staff. The successful candidate will demonstrate skills in budgeting, program analysis and research, and an understanding of local government practices. The individual must be able to develop clear, concise written reports and materials, present complex financial information, and identify and develop recommendations for short and long term solutions.
To act as an analytical resource in support of assigned County departments in the budget review, analysis, monitoring process; to serve as the liaison between the County Executive Office and assigned departments; to support assigned departments in strategic planning, organizational and policy review, staffing considerations and other assigned projects by providing research, guidance, and tactical advice; to conduct research and analysis for County-wide programs and special projects; and to act as a positive and effective team member.
The Management Analyst job series represents professional positions responsible for establishing, maintaining, and monitoring a variety of administrative policies, budget and fiscal processes, and organizational and legislative issues on a County-wide basis as well as providing a liaison with and support to departments as a representative of the County Executive Office. Positions within this job series are exclusive to allocation within the County Executive Office.
Management Analyst I
This is the entry-level class in the Management Analyst series. This class is distinguished from the journey by the performance of the more routine tasks and duties assigned to positions within this series. Employees at this level are not expected to perform with the same independence of direction and judgment on matters allocated to the journey level. While this class is typically used as a training class relative to the County Civil Service System, employees are required to have professional level and related work experience. Employees work under general supervision while learning specific job tasks and the County’s organization, policies, and procedures.
Management Analyst II
This is the full journey level class within the Management Analyst series. This class is distinguished from the Management Analyst I by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the County Executive Office. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.
This class is distinguished from the Senior Management Analyst in that the latter has program responsibility for specialized programs/projects, performs the most complex and sensitive analytical duties, and exercises technical and functional supervision over professional staff and direct supervision over clerical and technical staff.
Receives direction from a Principal Management Analyst and may receive technical and functional supervision from Senior Management Analysts.
May exercise technical and functional supervision over assigned professional, technical, and clerical staff.

Experience: Two years of responsible analytical experience performing duties similar to a Management Analyst I in assigned program areas with Placer County.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in business or public administration, political science or a related field.
License or Certificate:
May be required to possess a valid California driver's license. Proof of adequate vehicle insurance and medical clearance may also be required.
Relevant, equivalent experience (performing the same or similar job requiring similar knowledge, skills, and abilities) may be substituted for the required education as determined by the Personnel Department.
Applicants receiving their degree outside the United States must submit proof of accreditation by a recognized evaluation agency.
Management Analyst II
In addition to the qualifications for Management Analyst I:
Knowledge of: Policies and procedures used by the County in budget and administrative analysis. Operating policies and procedures and functions of assigned departments, divisions or program areas. Local, State, and Federal laws, rules, regulations and statutes relevant to assigned duties. Methods of statistical research and presentation. Ability to: Independently apply the principles and practices of public administration as assigned. Independently analyze systems and administrative and management practices and identify opportunities for improvement. Independently read, analyze, evaluate and summarize written materials and statistical data. Independently analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals. Independently prepare technical written materials and apply statistical formulae. Independently interpret and apply pertinent local, State, and Federal laws and regulations, including Civil Service rules.

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met. Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.
All new permanent employees, with the exception of sworn law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.
The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
