The current permanent vacancy is located in North Lake Tahoe.
This recruitment will be used to fill both open and promotional vacancies in various County departments as they arise, subject to specific position requirements.
Temporary/Extra Help appointments made from this eligible list may transition to permanent status, should vacancies arise. Temporary/Extra Help assignments are limited to 999 hours (or 960 hours for CalPERS retired annuitants) in a fiscal year and are not eligible for benefits.
In addition to the monthly salary, permanent employees assigned to the Tahoe area receive a subsistence pay of $775 per month.
Positions will provide public service support at the front counter for the Community Development Resource Agency Department’s Counter Services Division. This includes answering zoning questions at the front counter and accepting, reviewing and processing of Planning applications and may include the processing of, and assisting the public with Building permit, Encroachment permit, Grading Pprmit, and/or TRPA (Tahoe Regional Planning Agency) permit applications and questions. In addition, the position will provide support to staff that facilitate these projects.
To receive, review, and process a variety of permits in one or more specialized land use areas; to perform a variety of research related to the permitting process, land development issues, and County requirements and regulations; and depending on assignment, to provide information and explanation to the public by telephone and at the public counter regarding permitting requirements and process and County requirements and regulations.
This is the first working level in the Community Development Technician series. This class is distinguished from the Associate level by performance of the more routine tasks and duties assigned to positions within the series that do not require an in-depth and comprehensive knowledge of building, planning, engineering and surveying or wastewater related codes and terminology or by the performance of duties involving less complex permitting tasks. Positions may be assigned to perform duties related to building, planning, engineering and surveying or wastewater services. Depending on assignment, employees at this level may not be expected to perform with the same independence of direction and judgment on matters allocated to higher level classifications either because the duties are more transactional or the permitting process is less complex.
Receives supervision from department management or supervisory staff and may receive technical or functional supervision from other technical or professional personnel.

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying. A typical way to obtain the required knowledge and abilities would be:
Experience: One year of general office support experience that involved substantial public contact. Experience related to community development activities and functions highly desirable.
Training: Equivalent to the completion of the twelfth grade. Additional specialized training or coursework in drafting, principles of real estate, planning, construction, geometry, trigonometry, physics, hydrology, economics, demography, or related field is highly desirable.
License of Certificate:
May need to possess a valid driver’s license as required depending on the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.
All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met. Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.
All new permanent employees, with the exception of sworn law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.
The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.
