Placer County is recruiting for the classification Client Services Counselor II. This is a Bachelor's Degree, journey level position in the Department of Health and Human Services. The Client Services Counselor performs a broad spectrum of duties including, but not limited to, providing direct client services /case management support to clients facing difficult situations, emotional stresses, significant changes in their lives as well as addressing emotional, behavioral, substance use, and/or mental health disorders in individuals. Not only do Client Services Counselors assist individuals to cope with the situation at hand, they advocate for them and assist them in seeking out valuable resources and other means of support.
Duties and responsibilities of this position are similar to Degree level positions in the Health and Human Services field such as Behavioral Specialist, Family Support Counselor, Court Investigator, Residential Counselor, Child Protective Services Intake Specialist, Children's Shelter Worker.
This recruitment is specific to the Adult System of Care and Children's System of Care Divisions of the Department of Health and Human Services. Assignments are in both Auburn and South Placer County areas. Assignments in the following service areas:
Extra Help/temporary assignments are not eligible for benefits and are limited to working 28 hours per week with a fiscal year cap of 1000 hours or 960 hours for CalPERS retired annuitants. Extra Help assignments may be eligible for transition to permanent status, should vacancies arise, with the approval from the County Executive Officer. The eligible list created by this recruitment may also be used to fill future vacancies within the Department for both Temporary / Extra Help and Permanent positions should additional vacancies arise, with approval of the County Executive Officer.
To perform a variety of professional case management and direct client services duties; to coordinate and act as liaison with other departmental and community services/resources; and to function as an integral and supportive member of assigned departmental and multi-disciplinary team(s).
This is the full journey level class within the Client Services Counselor series. This class is distinguished from the Client Services Counselor I by the assignment of the full range of duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.
This class is distinguished from the Senior Client Services Counselor in that the latter may exercise technical and functional supervision over subordinate personnel and performs work requiring specialized skills and a higher level of independent judgment.
Receives direction from a supervisory/management position and may receive technical and functional supervision from a senior level professional.

Experience: Two years of responsible experience performing duties similar to a Client Services Counselor I with Placer County.
Training: Equivalent to a Bachelor's degree from an accredited college or university with major course work in sociology, psychology, counseling, behavioral sciences or a related field;
Or:
Possession of a license issued by the State of California as a Psychiatric Technician.
License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula. Scores from this evaluation will determine applicant ranking and placement on the eligible list.

Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.
Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S. For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.
All new permanent employees, with the exception of sworn law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.
The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
