DEFINITION

To plan, organize, direct and supervise clinical nursing activities within the Health and Medical Services Department; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

The Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning and evaluating the work of subordinates and is responsible for a program area within a work unit or department.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from the Medical Services Manager.

Exercises direct supervision over assigned professional, technical and clerical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Supervise and perform nursing services necessary for the efficient operation of a diagnostic and/or treatment clinic in the Health and Medical Services Department and/or at other centers.
  • Recommend and assist in the implementation of Unit goals and objectives; establish schedules and methods for clinical nursing and related activities; recommend, develop and implement policies and procedures.
  • Plan, prioritize, assign, supervise and review the work of staff involved in clinical nursing and associated medical services.
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities.
  • Follow patients' cases to observe progress and condition;  provide post-counseling for patients as necessary; and consult with nursing staff, physicians and other medical personnel as necessary.
  • Assess patient needs; counsel patient and provide information as appropriate to patient and family; and provide education and referral.
  • Assist physicians and Mid-Level practitioners with examination and treatment by making health assessments and administering treatments.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for staff, materials, supplies and equipment; monitor and control expenditures.
  • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary.
  • Order clinic supplies; maintain inventory, especially of controlled substances.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

It is the applicant's responsibility to identify in their application materials how they meet the Minimum Qualifications listed below.

Experience: Three years of increasingly responsible experience in professional clinical nursing.

Training:
Equivalent to the completion of the twelfth grade.  Additional specialized training in professional nursing or a related field is desirable.

License or Certificate:

  • Possession of a valid license as a Registered Nurse issued by the California Board of Registered Nursing.
  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of professional nursing care.
  • Principles of supervision, training and performance evaluations.
  • Equipment and materials used in professional nursing care and related services.
  • Policies and procedures of a Health and Medical Services Department, especially as related to the assigned division.
  • Medical technology and clinic routine and equipment.
  • Principles of budget monitoring.
  • Medicine and narcotics.
  • Pertinent local, State and Federal laws, ordinances and rules.
  • Principles and practices of work safety, especially as related to communicable diseases.
  • Differing cultural, religious, economic and social groups and their relationships to the delivery and acceptance of health care services.

Ability to:

  • Organize, implement and direct clinical nursing activities and related services.
  • Properly administer prescribed medications.
  • Supervise, train and evaluate assigned staff.
  • Interpret and explain pertinent County and Department policies and procedures.
  • Assist in the development and monitoring of an assigned program budget.
  • Develop and recommend policies and procedures related to assigned operations.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate clearly and concisely, both orally and in writing.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze reports, patient charts, work papers and special projects; identify and interpret technical and numerical information; identify and locate supplies and equipment; interpret medical orders; explain medical practices and procedures to patients; observe and problem solve operational and technical policies and procedures.
  • Intermittently, sit while studying or preparing records and patient charts; continuously walk, bend, squat, climb, kneel and twist when assisting patients, operating equipment, administering tests or treatments, or handling supplies; perform simple and power grasping, pushing, pulling and fine manipulation; see and hear with sufficient acuity to take and read various diagnostic tests and administer treatments; and lift heavy weight.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

All applicants who meet minimum qualifications will be required to respond to an online Conviction History Questionnaire, which will be sent as a link on their notification that minimum qualifications have been met.  Failure to respond to this questionnaire within (3) three calendar days of the minimum qualification notification will result in disqualification from the examination.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants must undergo a fingerprint test by the Department of Justice, pass a medical examination, which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath and submit proof of U.S. citizenship or legal right to remain and work in the U.S.  For some positions, applicants may also be required to submit proof of age, undergo a background investigation and/or be bonded.

MODIFIED AGENCY SHOP

All new permanent employees, with the exception of sworn law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

SUBSTITUTE LISTS

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.
