Introduction

Placer County Health and Human Services - Division of Public Health is currently recruiting for the position of Supervising Public Health Nurse.  This eligible list may be used to fill future vacancies within the Department of Health and Human Services.

POSITION INFORMATION

The current vacancy’s office is located in Auburn, California but may require program and service oversight of the Tahoe and South Placer County areas. This position will work with Division staff and the community to address healthcare needs in Placer County. This position will also provide program oversight and direct supervision of staff for several Public Health programs, including Public Health Nursing services, Communicable Disease programs, and services to pregnant and parenting teens.

DEFINITION

To plan, organize, direct, supervise and evaluate public health nursing activities and programs within the Public Health Nursing Division of the Department of Health Services; and to perform a variety of technical tasks relative to assigned area of responsibility.

DISTINGUISHING CHARACTERISTICS

The Supervisor level recognizes positions that perform full, first-line supervisory responsibilities including planning, assigning and evaluating the work of subordinates and is responsible for a program area within a work unit or department.

SUPERVISION RECEIVED AND EXERCISED

Receives general direction from Deputy Director, Public Health Nursing.

Exercises direct supervision over assigned professional, clerical and technical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Recommend and assist in the development, implementation and evaluation of measurable goals and objectives; establish schedules and methods for public health nursing activities, programs and services; implement policies and procedures.
  • Plan, prioritize, assign, supervise and review the work of staff involved in various public health nursing activities and programs.
  • Evaluate operations and activities of assigned responsibilities; recommend improvements and modifications; prepare various reports on operations and activities using concepts of the nursing process including assessment, planning, implement and evaluation.
  • Participate in budget preparation and administration; prepare cost estimates for budget recommendations; submit justifications for various public health nursing activities and programs, including staff, equipment, materials and supplies; monitor and control expenditure.
  • Evaluate and assure quality of nursing practice, contribute to the professional growth of staff.
  • Participate in the selection of staff; provide or coordinate staff training; conduct performance evaluations; recommend discipline; implement discipline procedures as directed.
  • Collaborate with other health care providers, professionals, community representatives in assessing implementation and evaluation of programs for community health.
  • Answer questions and provide information to the public; investigate complaints and recommend corrective action as necessary to resolve.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Three years of increasingly responsible experience in public health nursing.
 
Training: A Bachelor's degree from an accredited college or university with major course work in nursing.

License or Certificate:

  • Possession of a valid license as a Registered Nurse issued by the California Board of Registered Nursing.
  • Possession of a valid certificate as a Certified Public Health Nurse issued by the California State Board of Registered Nursing.
  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles and practices of public health nursing, including prevention, epidemiology, public health education, health promotion, gerontology, sociology, demography, community structure and organization, management, program management, program development, policy development involved in public health nursing.
  • Equipment and materials used in public health nursing activities.
  • Procedures and practices used to promote maternal and child health and to assess infant, child and adolescent development.
  • Principles and practices of public health program planning,  reflecting relevant theoretical concepts, research, data collection analysis of data; evaluation of community response.
  • Services and functions of other social and health agencies/providers relative to public health nursing and the community served.
  • Principles of supervision, training and performance evaluations.
  • Policies and procedures of a health services department, especially as related to the assigned division.
  • Principles of budget monitoring.
  • Principles and practices of work safety, especially as related to communicable diseases.
  • Pertinent local, State and Federal laws, ordinances and rules.
  • Differing cultural, religious, economic and social groups and their relationships to the delivery and acceptance of health care services.

Ability to:

  • Organize, implement and direct nursing activities.
  • On a continuous basis, know and understand all aspects of the job; intermittently analyze work papers, client records, reports and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures.
  • On an intermittent basis, sit at desk for long periods of time; intermittently twist to reach equipment surrounding desk; perform simple grasping and fine manipulation; use telephone and write or use a keyboard to communicate through written means; and lift light to moderate weight.
  • Supervise, train and evaluate assigned staff.
  • Interpret and explain pertinent County and Department policies and procedures.
  • Assist in the development and monitoring of an assigned program budget.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Develop and recommend policies and procedures related to assigned operations.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Communicate clearly and concisely, both orally and in writing.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT


Prior to the date of hire, applicants for regular full and part-time positions must pass a medical examination which may include a drug screening and possibly a psychological evaluation. Applicants for extra help positions may be subject to a drug screening. All applicants must sign a constitutional oath, submit proof of U.S. citizenship or legal right to remain and work in the U.S. and be fingerprinted. For some positions, applicants may also be required to submit proof of age, be bonded or undergo a background check.

MODIFIED AGENCY SHOP

All new permanent employees, with the exception of sworn law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you are contacted for an interview by a County department, you will be informed of the classification and other relevant information. If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.

EMPLOYEES OF OTHER PUBLIC AGENCIES
