INTRODUCTION

This recruitment will remain open until either the first200 applications

have beensubmitted or until the filing deadline, whichever occurs first.

There are currently twopermanent full time vacancies; one is in the Auditor-Controller'sOffice and one is in the Facility Services Department. However,the resulting eligible list will be used to fill both open and promotional vacancies in various County departments as they arise, subject to specific position requirements and CEO approval.

Temporary/Extra Help assignments are limited to999 hours (or 960 hours for CalPERS retired annuitants) in a fiscal year and are not eligible for benefits.

Appointments made from this eligible list may transition to permanent status, should vacancies arise, with the approval from the County Executive Officer.

POSITION INFORMATION

The position in the Auditor-Controller's Officewill be responsible for printing and distributing auditor warrants. This position serves as the final review before payments leave the office to ensure payment amounts and recipients are accurate. This position also prints and distributes welfare and payroll warrants, completes reconciliations, prepares affidavits, reissues warrants, tracks stale canceled warrants, provides maintenance of files and scanning/quality control of documents.

The position in the Facility Services Department is responsible for processingvarious types of accounts payable (Blanket Purchase Orders, Sub Purchase Orders, Purchase Orders and Contracts), payroll for three divisions,daily deposits into Performance Accounting Financial System (PAS), and journal entries.

DEFINITION

To perform difficult and responsible clerical work involving financial recordkeeping and statistical records; to review and reconcile financial and budget reports with source documents, invoices, purchase orders and other materials; to process financial and statistical documents, such as purchase orders, payroll time reports and statistical reports; and to receive and reconcile revenues and disbursements.

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Account Clerk series. This class is distinguished from the Account Clerk - Entry by the performance of the full range of duties. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the entry level.

This class is distinguished from the Senior Account Clerk level in that the latter is an advanced journey level that provides functional and technical lead supervision over Account Clerks and/or performs the most difficult and complex work requiring specialized technical or functional expertise and are assigned specialized duties.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from assigned supervisory or management personnel and may receive technical and functional supervision from a Senior Account Clerk.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Perform clerical accounting or bookkeeping work associated with the maintenance of journals and subsidiary ledgers, tax billing and collections, general ledgers, accounts receivable, fiscal controls and similar financial records.
  • Prepare periodic statements and analyses of statistical and financial records related to area of assignment.
  • May process time records and prepare payroll and related records.
  • Assist in the conduct of accounting and statistical studies and compute cost and revenue estimates.
  • Classify and post expenditures, revenues or authorizations to the appropriate budgetary or ledger accounts; maintain records of postings; and reconcile to financial reports.
  • Keep ledger accounts; balance accounts; review, identify and correct irregularities; assist with collections of delinquent accounts.
  • Receive financial or statistical documents; screen for accuracy and adherence to legal and procedural requirements; carry out proper steps to ensure or authorize payments and delivery; post to records, check and balance totals.
  • Make computations and changes to financial and statistical data, apply standard formulas or predetermined guides; assemble financial and statistical data from a variety of sources and prepare or assist in preparing financial and statistical reports.
  • May contact other governmental agencies, private agencies and County employees to obtain information for and clarify financial/statistical records and transactions.
  • Operate standard office equipment including word processing applications as assigned; may perform duties on computer spreadsheet programs; operate stand alone computer software programs as related to assigned area.
  • Prepare complex financial or statistical reports and summaries independently; recommend improvements in financial recordkeeping procedures and systems.
  • Assist in preparing budget estimates; prepare trial balances, recapitulations, balance sheets and complex statistical and financial reports.
  • Meet with the public to obtain data, interpret information and answer questions; prepare routine correspondence to answer questions, request information or provide explanations.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

EXAMPLES OF NON-ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • May be required to deliver or pick up records, receipts and other information within the County from other departments, divisions or agencies.
  • Order and maintain inventories of office supplies and related records.
  • Receive payments and issue receipts.

MINIMUM QUALIFICATIONS

It is the applicant's responsibility to identify in their application materials how they meet the Minimum Qualifications listed below.

Experience: Two years of responsible experience in keeping and reviewing financial records.

Training: Equivalent to the completion of the twelfth grade. Additional specialized training in bookkeeping, accounting or a related field is desirable.

License or Certificate:
May need to possess a valid driver's license as required by the position. Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Methods, practices and terminology used in financial and statistical recordkeeping.
  • Arithmetic calculations related to statistical and financial record keeping.
  • Basic office methods and equipment including filing and computer systems.
  • Basic computer software and keyboarding.
  • Principles and practices of bookkeeping and statistical recordkeeping.
  • Common word processing and spreadsheet software used on a personal computer.
  • Modern office practices and procedures.

Ability to:

  • On a continuous basis, sit at desk and/or stand at counter for long periods of time. Intermittently twist and reach office equipment; write and use keyboard to communicate through written means; perform simple grasping and fine manipulation; lift light weight.
  • Intermittently, review documents related to Department operations; observe, identify and problem-solve office operations and procedures; understand, interpret and explain Department policies and procedures; explain operations and problem solve office issues for the public and with staff.
  • Make arithmetic calculations rapidly and accurately.
  • Post financial and statistical records using a personal computer or manual records.
  • Learn the organization, procedures and operating details of the County Department to which assigned.
  • Learn to use a personal computer and office equipment for successful job performance.
  • Verify and check files and data.
  • Understand and carry out both oral and written directions.
  • Establish and maintain effective working relationships with the public and fellow employees of the County.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Communicate effectively in writing and speaking.
  • Perform difficult clerical recordkeeping work involving initiative and judgment.
  • Perform clerical accounting or bookkeeping work associated with the maintenance of journals and subsidiary ledgers, general ledgers, accounts receivable, fiscal controls and similar financial records.
  • Review financial or statistical documents; screen for accuracy and adherence to legal and procedural requirements; carry out proper steps to ensure or authorize payments and delivery, post to records, check and balance totals.
  • Apply financial and statistical recordkeeping principles to the maintenance of statistical, accounting, financial and payroll transactions.
  • Perform quick, accurate data entry.
  • Operate a 10-key adding machine by touch.
  • Organize tasks and determine priorities in order to meet assigned deadlines.

SELECTION PROCEDURE

Written Examination (100%)

The written examination may include multiple choice, true/false, fill-in, matching, and/or essay type questions directly related to the required knowledge and abilities for this classification.

The written examination is tentatively scheduled for Tuesday, July 9th, 2013,and/or Wednesday, July 10, 2013 at the Roseville Veteran's Memorial Hall: 110 Park Drive, Roseville, CA 95678. If you meet the minimum qualifications you will be notified via email regarding the time.

CONDITION OF EMPLOYMENT

Prior to the date of hire, applicants for regular full and part-time positions must pass a medical examination which may include a drug screening and possibly a psychological evaluation. Applicants for extra help positions may be subject to a drug screening. All applicants must sign a constitutional oath, submit proof of U.S. citizenship or legal right to remain and work in the U.S. and be fingerprinted. For some positions, applicants may also be required to submit proof of age, be bonded or undergo a background check.

For public safety positions, successful candidates must complete and pass a background check (which may include a voice stress analysis and/or a polygraph) and a pre-employment medical examination, which may include a drug test, prior to appointment.

MODIFIED AGENCY SHOP

All new permanent employees, with the exception of sworn law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification. For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required).
