POSITION INFORMATION

The Department of Health and Human Services is currently hiring for extra help/temporary assignments in the position of Licensed Vocational Nurse. These assignments will be part of the County’s Community Health and Clinic’s efforts in reducing the effects of the H1N1 pandemic currently impacting residents of Placer County.

The eligible list created by this recruitment may be used in the future to fill additional extra help and permanent positions in the South Placer, Auburn, and Tahoe areas.

This position requires possession of a valid license  to practice as a Vocational Nurse in the State of California.  You will be required to provide a copy of your license through the application process. When completing the on-line application for this recruitment there will be options and instructions given on how to submit your license (located on the "Other" tab).

DEFINITION

To provide vocational nursing services for patients in County health facilities; to assist physicians in physical examinations; and to perform less complex medical procedures as directed.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from a Supervising Registered Nurse or other medical or public health supervisory staff.  May receive technical and functional supervision from other medical personnel.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Prepare patients for examination by physician, including taking and charting vital signs and brief history of complaints; assess need for tests and equipment; and conduct tests as ordered.
  • Read charts and other records to note condition of patients and treatments, medications, special diets and procedures ordered by physicians; enter findings, as well as, treatments and medication administered, in patient's charts.
  • Administer simple prescribed treatments, medications and diagnostic procedures.
  • Observe condition of patients and report unusual occurrences or serious conditions to supervisors.
  • Provide patient education regarding conditions/topics such as diabetes, hypertension, nutrition and weight loss, and techniques such as breast self-examination.
  • Keep examination and laboratory rooms stocked with adequate and appropriate supplies; change bio-hazardous waste containers and dispose of contents according to procedure.
  • May be assigned to assist with a particular Department of Health and Medical Services program.
  • Build and maintain positive working relationships with co-workers, other County employees and the public using principles of good customer service.
  • Perform related duties as assigned.

MINIMUM QUALIFICATIONS

Experience and Training
Any combination of experience and training that would provide the required knowledge and abilities is qualifying.  A typical way to obtain the required knowledge and abilities would be:

Experience: Two years of responsible licensed vocational nursing experience.

Training: Equivalent to an Associate's degree from an accredited college with major course work in vocational nursing or a related field.

License or Certificate:

  • Possession of a valid license to practice as a Vocational Nurse in the State of California.
  • May need to possess a valid driver's license as required by the position.  Proof of adequate vehicle insurance and medical clearance may also be required.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Vocational nursing, including first aid, sterilization techniques, infection control, disposal of bio-hazardous material, medications, treatments and procedures, and bedside care of the ill.
  • Medical terminology.
  • Medical symptoms especially as related to determination of    appropriate examinations and tests.
  • Use and care of nursing equipment and supplies.
  • Regulations and procedures governing a specific program when so assigned.
  • Principles and practices of work safety, especially as related to communicable diseases.

Ability to:

  • On a continuous basis, know and understand operations and observe safety rules.  Intermittently analyze procedures; identify and locate supplies and equipment; interpret work orders; and explain operations and procedures to patients.
  • Intermittently, sit while studying or preparing records and charts; continuously walk, bend, squat, climb, kneel and twist when assisting patients, operating equipment, administering tests or treatments, or handling supplies/and or waste.
  • Perform simple and power grasping, pushing, pulling and fine manipulation; see and hear with sufficient skill to administer and evaluate vision and hearing tests; and lift moderate weight.
  • Administer prescribed treatments and procedures.
  • Employ proper sterilization procedures.
  • Work with various cultural and ethnic groups in a tactful and effective manner.
  • Act quickly and calmly in emergency situations.
  • Obtain information through interviews; deal fairly and courteously with the public; handle multiple cases; and work effectively with interruption.
  • Analyze situations quickly and objectively and determine proper course of action.
  • Use a computer, calculator, typewriter, telephone, facsimile machine, postage meter, and photocopy machine.
  • Communicate clearly and concisely, both orally and in writing.
  • Establish and maintain effective working relationships with those contacted in the course of work.

SELECTION PROCEDURE

Training & Experience Rating (100%)

Based upon responses to the supplemental questionnaire, the applicant’s education, training and experience will be evaluated using a pre-determined formula.  Scores from this evaluation will determine applicant ranking and placement on the eligible list.

CONDITION OF EMPLOYMENT

Before date of hire, applicant must pass a medical examination which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath, and submit proof of U.S. Citizenship or legal right to remain and work in the U.S.  Applicants may also be required to submit proof of age, undergo a background check, be bonded, and/or be fingerprinted.

MODIFIED AGENCY SHOP

All new permanent employees, with the exception of law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

SUBSTITUTE LISTS

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). If you are contacted for an interview by a County department, you will be informed of the classification and other relevant information. If you choose not to interview for a substantially similar classification, you will remain on the eligible list for which you originally applied.

BENEFITS

Bereavement Leave
May use up to five days of sick leave.

Call Back Pay
Receives a minimum of 2 hours pay at 1.5 times, receive up to 1 hours pay at 1.5 time when authorized work is performed but not required to physically return to work.

Deferred Compensation
Voluntary 457 and 401(k) are available through payroll deduction, no county match.

Education Allowance
Tuition reimbursement available for approved classes up to a maximum of $550.00 per year.

Health Insurance
The County of Placer provides Medical, Dental and Vision insurance for its employees and their dependents. MEDICAL: Several medical plans are offered including HMO and PPO plans. Depending on which plan the employee chooses, the maximum County contribution for medical insurance for a family is up to $1317.64/mo. DENTAL: The maximum County contribution for dental insurance for a family is $42.00/mo. VISION: The maximum County contribution for vision insurance for a family is $9.20 per month. (These are non-Tahoe rates.)

Holidays
13 days/yr.

Life Insurance
$10,000 coverage, employer paid at a cost of $2.40/mo.

Long-Term Disability
Employee paid LTD for the first 5 years of employment, County paid there after at a cost of $0.36/100 of pay.

Retiree Medical
Hired prior to 1/01/05 with 5 years of PERS service credit same as active employee. Hired after 1/01/05, must have 10 years PERS service credit with 5 years with Placer County to receive 50% of the County contribution paid medical with an additional 5% for each additional year.

Retirement
PERS 2.5% @ 55 Local Miscellaneous, Employer's contribution is 14.370%. Employees contribution is 8%, employer picks up 7% of the employee contribution. EPMC 7%. (Note: Placer County employees contribute 6.2% into Social Security and 1.45% into Medicare, which is matched by the County.)

Sick Leave
12 days per year unlimited accrual.

Special Assignment/Additional Pay
Tahoe Subsidy of $675/month and Tahoe Rural Health Subsidy of $2000 for single coverage and $3000 for family coverage per year. 5% additional if assigned to a Medical Clinic. 5% additional for ACCESS Unit Pay. Night shift - 7.5% additional. Snow Pay addition of 10% to selected classifications when approved by manager per conditions. $750.00 per year tool replacement for selected classifications. 5% additional bilingual pay. 5% additional for the following positions assigned to work in the jail: Admin. Clerk, Admin. Legal Clerk, Admin. Secretary, Account Clerk, and Accounting Technician. 5% additional for waste water treatment operators that earn a certificate that is 1 grade over their current grades required certificate. 5% additional for Building Craft Mechanics, Custodians and Client Service Counselors/Practitioners assigned to the jail. Longevity pay of an additional 5% after 5 yrs at step 5.

Stand-By Pay
$21 for weekdays and $24 for weekends and holidays paid for in units of 8 hours.

Uniform Allowance
Annual uniform allowance for employees required to wear uniforms as part of their regular duties will be $1065 for Animal Control Officers, Community Service Officers, and Evidence Technicians. Annual uniform allowances of $750 for Account Clerks, Admin. Clerks, Legal Clerks, Admin. Secretary, Correction Support Supervisor, Executive Secretary, Public Safety Dispatch and Sheriff's Communications Supervisor that are required to wear uniforms within the Sheriff's office.

Vacation
Vacation time: 0 - 2 years = 10 days, 3 - 4 years = 12 days, 5 - 9 = 15 days, 10 - 19 years = 20 days and 20 or more years = 25 days. Maximum accrual of 400 hours with less than 10 years of service and 520 hours with more than 10 years of service
