INTRODUCTION

The current opportunities are extra help/temporary.  Extra help/temporary employees are limited to working a maximum of 1,000 hours per fiscal year (July - June).  This classification is eligible to transition to permanent employment if permanent positions become available.

POSITION INFORMATION

This Cook position is located in the Probation Department's Central Kitchen which is open seven days per week.  Individuals may be required to work varied hours and days, including holidays, nights, and weekends.  Additionally, the working conditions are frequently hot and humid.  The Central Kitchen is a locked facility located adjacent to the main jail and, in addition to County staff, utilizes trustee (inmate) labor.

Prior to employment as a Cook, the successful candidate(s) must pass a background investigation and pre-employment medical examination.  Candidates will be notified as to when these examination processes will take place.

DEFINITION

To prepare, bake, and cook food; to assist in the serving of meals; and to help oversee trustees.

DISTINGUISHING CHARACTERISTICS

This is the journey level in the Cook series. Incumbents initially perform the more routine duties assigned to positions in this series and work under close supervision.  However, as experience is gained, incumbents are expected to perform the full range of duties as assigned with increasing independence.

This class is distinguished from the Senior Cook in that the latter acts in a lead capacity and assists supervisory and management staff in operating the kitchens on a daily basis.

SUPERVISION RECEIVED AND EXERCISED

Receives general supervision from the Food Services Supervisor and/or the Food Services Manager; may receive technical and functional supervision from the Senior Cook.

May exercise technical and functional supervision over trustees.

EXAMPLES OF ESSENTIAL DUTIES

Duties may include, but are not limited to, the following:

  • Prepare, cook, and serve a variety of food entrees for large numbers of people, including vegetables, meats, salads, soups and other foods and beverages.
  • Bake bread, cakes and pastries; assist in supervising trustees in the routine elements of food preparation and see that meals are served on time.
  • Record and report special diet orders.
  • Receive and follow instructions on the amount of food to be prepared.
  • Perform and help supervise cleaning of kitchen and kitchen equipment.
  • Prepare basic oral and written reports including status of food inventories or suggested changes in operations to improve efficiency.
  • Instruct and supervise trustees assigned to kitchen and dining room duties as they assist full-time staff in preparing and serving food and in the cleaning of the facility after a meal.
  • Drive delivery van to deliver food to satellite facilities and serve food when necessary.

MINIMUM QUALIFICATIONS

Experience: One year of responsible experience in preparing, cooking, and serving meals in large quantities in a restaurant or institution.

Training: Formal or informal education or training which ensures the ability to read and write at a level necessary for successful job performance.

License or Certificate:

  • May need to possess a valid driver's license.  Proof of adequate vehicle insurance and medical clearance may also be required.
  • Possession of, or ability to obtain, First Aid and CPR certificates.

KNOWLEDGE, SKILLS, AND ABILITIES

Knowledge of:

  • Principles, procedures and equipment used in the storage, care, preparation, cooking and dispensing of food in large quantities.
  • Kitchen sanitation and safety measures used in the operation, cleaning and care of utensils, equipment and work areas.
  • Methods of adjusting standard recipes by reducing or increasing the proportions to meet current production needs.

Ability to:

  • Cook and prepare tasty foods and serve meals attractively.
  • On an intermittent basis, sit while driving van; walk and stand to prepare meals at different work stations; bend, kneel, twist and squat to lift pots and move food to different locations; climb on stool to reach food stored; hand manipulation to cut and prepare food; and lift heavy weight.
  • On an intermittent basis, identify spices for food preparation; interpret instructions and menus given by supervisor; know and understand how to clean and use kitchen equipment; observe trustees at the work site; problem solve operational problems; remember cooking instructions; and explain work procedures to trustees.
  • Read, understand and follow recipes.
  • Judge the quantities of food required and prepare it with a minimum of waste.
  • Assist supervisory staff in the maintenance of records, such as food inventory.
  • Understand and follow oral and written instructions.
  • Adapt recipes for quantity of food needed.
  • Operate and care for kitchen equipment and machines.
  • Establish and maintain effective working relationships with those contacted in the course of work.
  • Work unusual and prolonged work schedules.

SELECTION PROCEDURE

Written Examination (100%) 

The written examination may include multiple choice, true/false, fill-in, matching, and/or essay type questions directly related to the required knowledge and abilities for this classification.

CONDITION OF EMPLOYMENT

Before date of hire, applicant must pass a medical examination which may include a drug screening and possibly a psychological evaluation, sign a constitutional oath, and submit proof of U.S. Citizenship or legal right to remain and work in the U.S.  Applicants may also be required to submit proof of age, undergo a background check, be bonded, and/or be fingerprinted.

MODIFIED AGENCY SHOP

All new permanent employees, with the exception of law enforcement and management, shall be required to join the employee organization or pay an 'Agency Fee' as a condition of employment.

The eligible list(s) resulting from this recruitment may be certified as a substitute list for a substantially similar classification.  For this purpose, a substantially similar classification is one at a lower level in the same classification (example: entry level vs. journey) and/or a similar classification (similar work performed, similar training and experience qualifications required). Bereavement Leave

May use up to five days of sick leave.

Call Back Pay
Receives a minimum of 2 hours pay at 1.5 times, receive up to 1 hours pay at 1.5 time when authorized work is performed but not required to physically return to work.

Deferred Compensation
Voluntary 457 and 401(k) are available through payroll deduction, no county match.

Education Allowance
Tuition reimbursement available for approved classes up to a maximum of $550.00 per year.

Health Insurance
The County of Placer provides Medical, Dental and Vision insurance for its employees and their dependents. MEDICAL: Several medical plans are offered including HMO and PPO plans. Depending on which plan the employee chooses, the maximum County contribution for medical insurance for a family is up to $1317.64/mo. DENTAL: The maximum County contribution for dental insurance for a family is $42.00/mo. VISION: The maximum County contribution for vision insurance for a family is $9.20 per month. (These are non-Tahoe rates.)

Holidays
13 days/yr.

Life Insurance
$10,000 coverage, employer paid at a cost of $2.40/mo.

Long-Term Disability
Employee paid LTD for the first 5 years of employment, County paid there after at a cost of $0.36/100 of pay.

Retiree Medical
Hired prior to 1/01/05 with 5 years of PERS service credit same as active employee. Hired after 1/01/05, must have 10 years PERS service credit with 5 years with Placer County to receive 50% of the County contribution paid medical with an additional 5% for each additional year.

Retirement
PERS 2.5% @ 55 Local Miscellaneous, Employer's contribution is 14.370%. Employees contribution is 8%, employer picks up 7% of the employee contribution. EPMC 7%. (Note: Placer County employees contribute 6.2% into Social Security and 1.45% into Medicare, which is matched by the County.)

Sick Leave
12 days per year unlimited accrual.

Special Assignment/Additional Pay
Tahoe Subsidy of $675/month and Tahoe Rural Health Subsidy of $2000 for single coverage and $3000 for family coverage per year. 5% additional if assigned to a Medical Clinic. 5% additional for ACCESS Unit Pay. Night shift - 7.5% additional. Snow Pay addition of 10% to selected classifications when approved by manager per conditions. $750.00 per year tool replacement for selected classifications. 5% additional bilingual pay. 5% additional for the following positions assigned to work in the jail: Admin. Clerk, Admin. Legal Clerk, Admin. Secretary, Account Clerk, and Accounting Technician. 5% additional for waste water treatment operators that earn a certificate that is 1 grade over their current grades required certificate. 5% additional for Building Craft Mechanics, Custodians and Client Service Counselors/Practitioners assigned to the jail. Longevity pay of an additional 5% after 5 yrs at step 5.

Stand-By Pay
$21 for weekdays and $24 for weekends and holidays paid for in units of 8 hours.

Uniform Allowance
Annual uniform allowance for employees required to wear uniforms as part of their regular duties will be $1065 for Animal Control Officers, Community Service Officers, and Evidence Technicians. Annual uniform allowances of $750 for Account Clerks, Admin. Clerks, Legal Clerks, Admin. Secretary, Correction Support Supervisor, Executive Secretary, Public Safety Dispatch and Sheriff's Communications Supervisor that are required to wear uniforms within the Sheriff's office.

Vacation
Vacation time: 0 - 2 years = 10 days, 3 - 4 years = 12 days, 5 - 9 = 15 days, 10 - 19 years = 20 days and 20 or more years = 25 days. Maximum accrual of 400 hours with less than 10 years of service and 520 hours with more than 10 years of service
