The Office of Management and Enterprise Services (OMES) is a government agency providing services to other Oklahoma government agencies. The Information Services Division (ISD) is seeking a full-time Computer Analyst/Programmer for our Oklahoma City location. This is an unclassified position within Oklahoma state government. Click here to view our comprehensive Benefits Packet.
Support the Division of Capital Assets Management applications to include managing the operational processes, programming and responding to service requests. Participate in planning and development of automated applications systems to support the business needs of the organization. This includes review and analysis of user functions and activities, evaluation of available resources and current systems, and the development of appropriate programs or systems. Works with users, management and others to identify and define long and short-range information services requirements. Assist in the decision-making process in order to best utilize existing technologies and to help troubleshoot and correct any errors in processing.
•Confer with users to evaluate requirements. Discuss solutions and develop plan of approach.
•Analyze and design program logic, screen layouts, reports and testing criteria to support development of new and enhanced systems.
•Prepare program documentation to support new and enhanced systems and applications.
•Conduct and/or coordinate user acceptance, performance stress, regression and integration testing; make changes and corrections as needed.
•Participate in structured walk-through and other activities to review systems and provide training and support.
•Perform ongoing maintenance and review of applications systems and programs
•Provide production support including timely resolution of production incidents.
•Address service requests related to supported systems.
•Perform related work as required and assigned.
One year experience designing and developing web applications, Completion of 18 hours of computer science/management information systems course work at an accredited college of university (or a comparable vocational of technical education resulting in certification in computer programming.); or Bachelor’s degree and one year of experience in computer programming; or an equivalent combination of education and experience derived from substituting one additional year of experience for six hours of required education.
Preference may be given to applicants who possess the following:
Solid Object Oriented programming skills with C# ASP.NET
Microsoft SQL Server database 2000-2008R2 (including writing basic stored procedures)
Third party software: Telerik, iTextSharp, MetaBuilders
Documentation Skills / experience
Develop high-level and detail design specifications
Perform requirements gathering, analysis, and specification
Candidate should possess a strong Knowledge of computer technology; programming language; and coding processes and security measures. Ability is required to review and translate specifications to write programs to produce desired results; develop and use appropriate programs and systems Ability to review and analyze verbal and written user requests and other information and design appropriate programs and systems; Ability to communicate effectively organize and present fact and opinions clearly and concisely; establish and maintain effective working relationships with other employees and partner agencies;
Language Skills: Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, and governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from managers and customers.
Communication Skills: Ability to work effectively with customers, agency staff and other state agency staffs. Must be able to demonstrate a high degree of interpersonal skills in both verbal and written communications.
Reasoning Ability: Ability to define problems, collect data, establish facts, and draw valid conclusions.
Mathematical Skills: Ability to work with mathematical/accounting concepts such as debits & credits and to apply concepts to practical situations.
Computer Skills: Proficiency in .Net and C# programming & SQL.
