The Office of Management and Enterprise Services (OMES) is a government agency providing services to other Oklahoma government agencies. The Information Services Division (ISD) is seeking a full time Project Manager for our Oklahoma City location, providing IT services to the Oklahoma State Department of Health. This is an Unclassified position within Oklahoma State Government.  In addition to a generous Benefits Packet the annual salary for this position is up to $54,000.

This position will be assigned responsibilities involving the planning, execution, and finalization of projects according to deadlines and within budget. This includes identifying necessary resources and coordinating the efforts of all internal and external team members in order to deliver projects according to plan. The position will also define the project’s objectives and oversee quality control throughout its life cycle.

Principal Activities: The principal activities include, but are not limited to the following: 
•Define project scope, goals, and deliverables that support business goals in collaboration with all stakeholders.
•Manage day-to-day operational aspects of a project and scope, identifying potential issues, and devises contingency plans.
•Create and execute project work plans and revise accordingly based on changing needs and requirements.
•Estimate and recommend the necessary resources required to achieve project goals.
•Draft and submit budget proposals, and recommend subsequent budget modifications where necessary.
•Manage and minimize risk and exposure on project.
•Collaborate with all stakeholders to agree on the appropriate method(s) necessary to keep stakeholders informed of project status.
•Develop and deliver progress reports, proposals, documentation, and presentations.
•With stakeholders define project success criteria and disseminate them throughout the project life cycle.
•Conduct project lessons learned/post mortem and create a recommendations report in order to identify successful and unsuccessful project items.
•Develop best practices and tools for project execution and management

Supervisory Responsibilities:
This position requires supervisory responsibilities. 

Minimum Qualifications:
Requirements include a bachelor’s degree in Computer Science, Management Information Systems (MIS), or Business Management and two years of project management experience in an Information Technology department; or an equivalent combination of education and experience, substituting one additional year of qualifying experience for each year of the required education.

Preferred qualifications:
PMP (Project Management Professional) Certification or equivalent preferred.

Knowledge and Skills:
•Excellent verbal and written communication skills and the ability to interact professionally with all levels of staff.
•Strong analytical and problem solving skills.
•Demonstrated experience with System Development Life Cycle and Project Management methodologies with both COTS and in-house development.
•Strong familiarity with project management software.
•Possesses a general understanding in the areas of application programming, database and system design.
•Demonstrated experience in personnel management including conflict management and resolution.
•Experience at working both independently and in a team-oriented environment.
•Experience with financial models and budgeting.
•Multi-tasking capabilities.
