The Information Services Division (ISD) is seeking a full-time Computer Analyst/Programmer for our Oklahoma City location, providing IT services to the Oklahoma State Department of Human Services. •Produce deliverables related to the assigned project. Perform analysis, design, development, testing, code walkthroughs, and implementation, and maintenance of systems and procedures to solve complex business problems for a COBOL IMS/DB2 mainframe application.
•Evaluate interrelationships in immediate programming area to determine how changes in one program will affect another related area. Apply conversions and enhancements to business systems. May lead or provide expertise on assigned projects.
•Work closely with customers, business analysts, and team members to understand business requirements that drive the analysis and design of quality technical solutions. Ensure solutions are aligned with business and IT strategies, legal authorities, state and federal law, and comply with the organization’s architectural standards.
•Create functional specifications and technical specifications. Make recommendations towards the development of new code or reuse of existing code. Responsibilities may also include participation in component and data architecture design, performance monitoring, product evaluation and buy versus build recommendations.
•Test designed programs, verify logic, perform any necessary 'debugging,' and write the documentation.
•Troubleshoot interface problems with non-mainframe systems and file transfers.
•Operate as a team lead to ensure that process, procedures, and standards are followed. Track and resolve programming bugs found during the quality control testing process. Develop technical implementation plans, and resolve production migration issues.
•Review assigned new Services Requests and respond with approximate estimates of labor and time lines.
Supervisory Responsibilities: This position does not require supervisory responsibilities.
Requirements include a bachelor’s degree (BA or BS) in Information Technology, Computer Sciences or a related field; and two years of mainframe COBOL experience; or six years of systems analysis, design, and programming with two years mainframe COBOL and two years of JCL experience.
Experience or certifications in: Six Sigma, PMBOK, QMF, DB2 Connect, SCLM, IMS, CICS, DB2, ACF2, RACF, Managed File Transfer, WebFOCUS, Adobe Livecyle, SQL, Java, Flex, SFTP, IP networking, .NET applications and web service is preferred.
