MAJOR FUNCTION

Performs upper-level project management duties of considerable complexity in any of a large variety of agencies, divisions, or departments, with responsibility for planning, budgeting, organizing, coordinating, directing and controlling personnel, material, and physical resources to achieve project objectives. Specifically, Project Managers manage discreet projects or multiple projects rather than fixed teams of personnel.

MAJOR DUTIES

Depending on the particular agency/division/department to which they are assigned, individual employees may perform all or any of the duties described below.
  • Analyzes, researches and drafts easements, permits, lease agreements, real estate contracts and exhibits.
  • Coordinates the flow of documents and materials needed for project-related property acquisitions with in-house and outside attorneys.
  • Maintains property map, detailed property descriptions and inventory of properties and facilities; property assessments, valuations and exemptions; tenant relations; and liaisons with County, City and tenants. 
  • Coordinates and/or performs appraisals, surveys, title searches, vacation of right of way and other real estate-related processes with internal departments and outside attorneys, appraisers, title companies and other government agencies.
  • Coordinates with other departments within the Aviation Authority and external companies/agencies to ensure efficient flow of communications and services; interprets, explains and ensures compliance with contract and real estate requirements, regulations and procedures. 
  • Analyzes contracts for compliance issues, reviews and provides recommendation/approval for modification of contracts. 
  • Coordinates with Aviation Authority staff on environmental issues affecting Aviation Authority property, including the resolution of those issues and evaluating impacts to a perspective tenant. 
  • Establishes administrative policies, procedures and guidelines to ensure operational efficiency and effective administration of assigned personnel. 
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of the principles and practices of project management.
  • Considerable knowledge of the functions, activities, requirements and objectives of the specific project/program to which assigned.
  • Ability to communicate both orally and in writing.
  • Ability to effectively coordinate resources and manage these resources to a successful project outcome.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to use considerable initiative, think independently, and exercise sound judgment.
  • Ability to collect, organize and analyze data and develop logical conclusions.
  • Ability to coordinate specialized work in a specialized area.
  • Ability to use a computer and related software.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

 

Bachelor's degree with a major in Business, Real Estate, Legal or closely related field; and

Four years of program/project management experience drafting real estate-related contractual documents; analyzing and preparing legal documents, legal descriptions, easements, surveys or other real estate instruments; and title abstracting.

OR

 

Master's degree with a major in Business, Real Estate, Law or closely related field; and

Three years of program/project management experience drafting real estate-related contractual documents; analyzing and preparing legal documents, legal descriptions, easements, surveys or other real estate instruments; and title abstracting.

OR

 

Associate's Degree from an accredited college or university; and

Six years of program/project management experience drafting real estate-related contractual documents; analyzing and preparing legal documents, legal descriptions, easements, surveys or other real estate instruments; and title abstracting.

OR

 

Graduation from high school or possession of a GED Certificate; and

Seven years of program/project management experience drafting real estate-related contractual documents; analyzing and preparing legal documents, legal descriptions, easements, surveys or other real estate instruments; and title abstracting.

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
