MAJOR FUNCTION

Performs supervisory duties operating, maintaining and inspecting water or wastewater treatment plant facilities to ensure compliance with permit specifications and provide high quality treatment of water and wastewater. 

 

 

DISTINGUISHING FEATURES

Employees in this class perform duties of more than average difficulty requiring considerable initiative and independent judgment under general supervision.

 

MAJOR DUTIES

Note:  The following duties are illustrative and not exhaustive.  The omission of specific statements of duties does not exclude them from the position if the work is similar, related, or a logical assignment to the position.  Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.

  •  Supervises the work of subordinate staff by scheduling, assigning and reviewing work, providing training and counseling and evaluating performance.
  • Establishes and implements operating protocols for water/wastewater treatment facilities according to Federal, State, and Local guidelines to ensure permit compliance.
  • Assists and advises operators at all levels in the resolution of difficult process problems.
  • Develops daily, weekly and monthly reports for submission to customers, management, and regulatory agencies in accordance with standard operating procedures.
  • Modifies processes by changing such things as air application rates, sludge return ates, and chemical dosage rates as needed to maintain proper operation of facility in accordance with permit specifications.
  • Works closely with environmental laboratory personnel to develop and implement sampling and testing procedures in compliance with Standard Methods.
  • Coordinates with Reclaimed Water staff to ensure uninterrupted service to all reclaimed water customers
  • Receives, reviews, and submits work order requests.
  • Coordinates operational requirements with maintenance staff to minimize process impact during maintenance activities. 
  • Develops and implements standard operating procedures to ensure compliance with the facility operating permit.
  • Responds to customer complaints in a courteous and helpful manner to provide or find answers in a timely manner.
  • Conducts public tours of water/wastewater treatment facilities to educate the public and foster good relations.
  • Assists in the development, implementation, and training of personnel in emergency response plans and safety programs in conformance with local, state and federal regulations.
  • Drives a motor vehicle to and from classes, work sites, and the environmental laboratory; and loads and unloads materials, tools, equipment, and laboratory samples.
  • May act on behalf of the Plant Manager.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of the principles, practices and methods used in the operation and maintenance of water/wastewater treatment facilities.
  • Considerable knowledge of the chemistry and biology related to the operation of water/wastewater treatment facilities.
  • Considerable knowledge of all regulations governing operation and maintenance of water/wastewater treatment facilities and related reporting requirements.
  • Considerable knowledge of policies, rules and collective bargaining agreements governing personnel management.
  • Working knowledge of procurement policies, rules, and guidelines.
  • Working knowledge of budget process and procedures.
  • Ability to read and interpret blue prints, and operation and maintenance manuals.
  • Ability to understand, follow and convey complex written and oral instructions.
  • Ability to use visual, auditory, and olfactory cues to detect faulty operating characteristics in equipment and/or processes, and make minor corrective repairs and adjustments.
  • Ability to plan, organize, schedule, and supervise the work of others.
  • Ability to collect, organize, and evaluate data, and to develop logical conclusions.
  • Ability to understand, interpret and program automation/instrumentation devices.
  • Ability to work routinely outdoors, without climate control, and in adverse weather conditions.
  • Ability to stand for extended periods.
  • Ability to routinely bend, twist, squat, kneel, push, pull, and exhibit a full range of movement.
  • Ability to lift and carry up to 50 pounds up a flight of stairs.
  • Ability to lift up to 60 pounds occasionally.
  • Ability to climb stairs and ladders, and perform physical tasks at heights of up to 35 feet.
  • Ability to safely perform gas cylinder change-out procedures while wearing SCBA equipment.
  • Ability to work in confined spaces while wearing appropriate safety equipment.
  • Ability to respond to work under emergency conditions during crisis situations.
  • Ability to work fixed or rotating shifts at various locations.
  • Ability to work overtime as needed in various locations.
  • Ability to perform duties in a standby status.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
  • Ability to use a computer and related software.
  • Ability to properly and safely operate a motor vehicle.

MINIMUM QUALIFICATIONS

    

Note: Minimum Qualifications MUST be attained before the recruitment ending date.



GGGraduation from high school or possession of a GED Certificate; and

Possession of a valid State of Florida Wastewater Plant Operator "A" Certificate of License; and

     Possession of a valid Driver License.
