SENIOR PLANNER (TRANSPORTATION)

MAJOR FUNCTION

Performs duties as a project leader, researching and analyzing information to write reports supporting the development, evaluation, monitoring and implementation of comprehensive studies, plans, programs, and land development regulations.

MAJOR DUTIES

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.
    • Prepares updates and processes amendments to the transportation element and other elements of a comprehensive plan, as well as to the Long Range Transportation Plan.
    • Conducts multi-modal planning for highways, transit and air quality; With guidance, prepares updates of the MPO work program and grant application.
    • Collects, summarizes analyzes and presents facts and trends, and prepares policy recommendations.
    • Performs analysis of future transportation needs, including but not limited to, roadway needs, right-of-way preservation, public transportation, bicycle, pedestrian, freight, safety, streetscape, livable roadway sustainability and growth management/land use considerations.
    • Assists the public and outside agencies in obtaining and interpreting transportation plans, model outputs, and other data.
    • Provides technical assistance to Hillsborough County local governments in short and mid range transportation planning.
    • Evaluates the transportation impacts of land development proposals, community plans, and different growth patterns in various parts of the County.
    • Supervises the activities of others in preparing plans, studies and reports.
    • Represents the organization at interdepartmental and intergovernmental meetings.
    • Makes public presentations on plans, studies and reports.
    • Monitors federal and state law requirements for agency compliance.
    • Performs other related duties as required.

 

KNOWLEDGE, SKILLS, & ABILITIES

    • Considerable knowledge of comprehensive planning principles and practices.
    • Considerable knowledge of data collection methods and statistical analysis techniques.
    • Considerable knowledge of laws and regulations governing comprehensive planning.
    • Knowledge of Federal & State grants management, including financial programming, laws and regulations governing transportation planning.
    • Skill in the application of supervisory techniques.
    • Skill in making presentations to groups.
    • Ability to proof own work and the work of others.
    • Ability to prioritize work.
    • Ability to work effectively with others.
    • Ability to communicate effectively both orally and in writing.
    • Ability to plan, organize and supervise the work of others.
    • Ability to collect, organize and evaluate data and to develop logical conclusions, reports and presentations.
    • Ability to use appropriate computer applications.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Bachelor's degree with a major in urban or community planning; and
Three years of experience as a transportation planner.

OR

Master's degree with a major in urban or community planning; and
Two years of experience as a transportation planner.

OR

Bachelor's degree; and
Four years of experience as a transportation planner.
