CONSTRUCTION PERMIT TECHICIAN I (Restricted)

MAJOR FUNCTION

Performs technical and clerical duties in receiving, reviewing and processing applications for the issuance of residential construction permits.

DISTINGUISHING FEATURES

Employees in this class perform duties of average difficulty requiring some initiative and independent judgement under close supervision.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.
  • Receives, reviews and verifies the content of residential construction permit application packets and assists in the review of commercial construction permit applications for completeness, to include reviewing blueprints, site plans and technical drawings, to ensure minimum standards have been met in accordance with established procedures, codes and ordinances.
  • Verifies contractor certification numbers listed in construction permit packages to ensure proper certification in the appropriate areas and insurance requirements have been met.
  • Advises contractors, homeowners and the general public on the construction permit application process.
  • Inputs permitting application data utilizing a computer and related software to ensure all required information is entered into an electronic database.
  • Researches files and related databases to extract data needed to resolve problems concerning permit issuance.
  • Prepares construction permits and calculates permit fees to ensure the appropriate permits have been issued.
  • Notifies customers of any minor or routine problems pertaining to denied permit files.
  • Reviews flood elevation certificates for compliance with federal requirements and enters information into database.
  • Answers mail requests and incoming calls for construction permits and furnishes requested information.
  • Compiles, prepares and maintains construction permit files and records.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Working knowledge of the minimum requirements of federal, state and local building codes and ordinances.
  • Working knowledge of department's policies, practices and procedures in the processing of permit applications and issuance of construction permits.
  • Working knowledge of high school level mathematics.
  • Ability to review blueprints, site plans and technical drawings for minimum standards.
  • Ability to interpret and explain codes, ordinances, statutes and laws governing the permitting process.
  • Ability to understand and follow oral and written instructions, procedures and directions.
  • Ability to perform arithmetic calculations rapidly and accurately.
  • Ability to communicate effectively, both orally and in writing.
  • Ability to establish and maintain effective working relationships with others within and outside own organization.
  • Ability to use a computer and related software.
  • Ability to prepare and maintain work related files and reports.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from high school or possession of a GED Certificate; and
Two years of clerical experience involving public contact, one year of which must have been in a position working with building, zoning or construction permits; and
A passing score on a written test; and
A passing score on a data entry test at 100 gross keystrokes per minute with 90% accuracy.

OR

Graduation from high school or possession of a GED Certificate; and
Successful completion of a one year training period with a county agency involving the receiving, reviewing and processing of applications for the issuance of residential or commercial construction permits. Copy of Certificate of Completion with
visible seal/signature is required; and
A passing score on a written test; and
A passing score on a data entry test at 100 gross keystrokes per minute with 90% accuracy.

 

REQUIRED DOCUMENTATION AT TIME OF APPLICATION

SPECIAL NOTE: (Restricted) Appointment is due to an authorized absence of the incumbent. The person hired receives all rights and benefits of the classified service except the right of tenure in the event the absent incumbent returns to this position.

APPOINTING AUTHORITY MAY REQUIRE

Completion of a seven-hour Plans Reading Course offered by Southern Building Code Congress International. Possession of a valid Driver License.

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.

Test information is available at the Reception Branch, Hillsborough County Civil Service Office.
