MAJOR FUNCTION

Performs upper-level managerial/administrative duties in any of a large variety of agencies, divisions, or departments, with responsibility for planning, budgeting, coordinating, and controlling personnel, material, and physical resources to achieve operational and organizational objectives.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on the particular agency/division/department to which they are assigned, individual employees may perform all or any of the duties described below.
  • Establishes administrative policies, procedures and guidelines for Head Start/Early Head Start Education and Early Childhood Development programs including center based, contracted sites and family care homes to ensure operational efficiency and effective administration of assigned personnel.
  • Determines funding requirements, prepares budget documents, monitors status of allocated funds and controls expense by monitoring Head Start/Early Head Start financial budget relating to training and technical assistants, classroom equipment and materials and personnel totaling $5,000,000.
  • Assesses manpower needs and identifies shortfalls; interviews and recruits by serving as the lead person for hiring Head Start/Early Head Start staff in accordance with Head Start/Early Head Start Performance Standards and the Head Start Reauthorization Act. 
  • Provides supervision, guidance, training and motivation to Early Childhood Supervisors and Education Managers within the Head Start/Early Head Start program options, curriculum implementation, classroom management, time management and direct report management skills.
  • Completes performance evaluations for these direct reports; Reviews and provides feedback on all written documents for direct reports. 
  • Monitors Head Start/Early Head Start Education and Early Childhood Development services based on data derived from outcomes plans from internal reviews, the Infant Toddler Environmental Rating Scale (ITERS), Early Childhood Environment Rating Scale (ECERS), Teaching Strategies GOLD, Classroom Assessment Scoring System (CLASS), Voluntary Pre-Kindergarten (VPK), and Florida Kindergarten Readiness Screener (FLKRS) staff credentials and other internal quality assurance tools. 
  • Develops and maintains the Head Start/Early Head Start Training and Technical Assistance training plan and the internal training plan in conjunction with the Head Start/Early Head Start Performance Standards, staff needs, staff surveys and internal monitoring tools.
  • Provides ongoing statistical and narrative reports related to the Head Start/Early Head Start grant and internal quality assurance systems.
  • Serves as the lead in the implementation of the Family Child Care Home Business.
  • Coordinates with other branches / sections within own organization and external agencies / departments to ensure efficient flow of communications and service; interprets, explains and ensures compliance with program requirements, regulation and procedures.  
  • Develops and maintains community partnerships and volunteers for Head Start/Early Head Start.
  • Serves as EHS/HS CDA Advisor/Representative with training and monitoring of staff. 
  • When so designated, may assume the authority of, and act on behalf of a more senior official.
  • Reviews and acts on management, administrative and operational problems. 
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of the principles and practices of management.
  • Considerable knowledge of the functions, activities, requirements and objectives of the specific program/functional area to which assigned.
  • Excellent oral and written communications skills.
  • Skill in the application of supervisory techniques.
  • Ability to establish and maintain effective working relations with others within and outside own organization.
  • Ability to use considerable initiative, think independently, and exercise sound judgment.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

 

Bachelor's degree; and
Four years of supervisory, leadership or management experience in a pre-school or head start program; and
Possession of a Director Credential (CDA) Advisor Certification-Train the Trainer.

 

OR

 

Master's degree; and

Three years of supervisory, leadership or management experience in a pre-school or head start program; and

Possession of a Director Credential (CDA) Advisor Certification-Train the Trainer.

 

OR

 

Associate's degree; and

Six years of supervisory, leadership or management experience in a pre-school or head start program; and

Possession of a Director Credential (CDA) Advisor Certification-Train the Trainer.

 

OR

 

Graduation from high school or possession of a GED Certificate; and

Seven years of supervisory, leadership or management experience in a pre-school or head start program; and

Possession of a Director Credential (CDA) Advisor Certification-Train the Trainer.

Conclusion

OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
