MAJOR FUNCTION

Designs, develops, implements, and facilitates leadership development programs and other Learning & Organizational Development offerings.  Leads and/or supports projects related to leadership development.

MAJOR DUTIES

Depending on assigned area of responsibility, incumbents in the position may perform some or all of the activities described below.
  • Conducts needs analysis, including conferring with management, to determine leadership development program content and priorities; Holds meetings with HR team to share needs, trends, and updates. 

  • Designs, develops, implements, evaluates and coordinates leadership development and organizational development programs in line with needs analysis and succession planning efforts;  Designs and implements leadership development programs for adult learners to maximize student acquisition and retention of knowledge, skills and abilities.

  • Conducts research on trends, best practice programs, and technology offerings supporting leadership and organizational development.

  • Facilitates a variety of training sessions using tools and techniques for adult learners; Facilitates programs supporting employee, team, and leadership development.

  • Surveys and consults with management staff on performance improvement, as well as career development; Holds discussions with HR team on similar topics.

  • Partners and coordinates efforts with external training professionals to develop training courses and communication support materials in line with needs assessments. 

  • Leads assigned and special projects including researching items and establishing reports for the Board; Participates in and/or leads project meetings; Communicates project status, challenges, updates with HR team and key project contacts.

  • Tracks, measures, and reports on-going evaluations of training programs, instructors, and provides recommendations on findings and trends; Tracks and reports training hours for monthly and/or annual reports.

  • Creates communications to market and provide program details for leadership and organizational development program offerings.

  • Assists with development of annual training budget; Completes cost proposals on programs including completing bidding process and required documentation.

  • May supervise other staff.

  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of leadership development course design and development. 
  • Ability to independently develop course curriculum supporting the targeted learning objectives.
  • Skill in conducting leadership development needs analysis. 
  • Ability to assess staff training needs and design appropriate training programs.
  • Considerable knowledge of classroom presentation methods and techniques in an adult instructional setting.
  • Skill in communicating concisely, effectively, and appropriately both orally and in writing to various levels in the organization.
  • Skill in presenting training courses to supervisors, managers, and above to achieve targeted learning objectives.
  • Knowledge of learning and organizational development assessments (i.e. climate surveys, 360 leadership assessments, emotional intelligence, etc.)
  • Considerable knowledge of competencies and behavioral-based learning.
  • Skill in conducting career development and performance improvement discussions.
  • Skill in establishing succession planning and career development programs.
  • Ability to organize and coordinate training activities with individuals inside and outside the organization.
  • Ability to partner with others to achieve project objectives.
  • Ability to collect, organize and evaluate data to develop logical conclusions, identify root cause, and implement process improvements.
  • Ability to measure training effectiveness, compile results and take appropriate action.
  • Ability to establish and implement a communication plan on program rollouts, projects, and/or special events.
  • Ability to review and learn new technologies and develop supportive training programs to develop staff.
  • Skill with operating various programs such as Microsoft Word, PowerPoint, Excel and Outlook.
  • Skill with utilizing the internet for research. 

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Bachelor's degree and
Two years experience in the design, development, implementation, facilitation, and evaluation of leadership development programs.

OR                                       

A Master's degree and
One year experience in the design, development, implementation, facilitation, and evaluation of leadership development programs.

OR

Graduation from high school or possession of a GED Certificate; and
Four years experience in the design, development, implementation, facilitation, and evaluation of leadership development programs.

Appointing Authority prefers candidates with a Bachelor's or Master's degree in Human Resources, Organizational Development, Adult Education, or Leadership Development.

• Needs Assessment Methodology

• Instructional Design - Development of Leadership Development Programs

• Facilitation Skills Training for Leadership Development Courses

• Leadership Level - Presentation Skills

• Succession Planning

• Facilitation Certification (Vendor Certifications) in:

          o Achieve Global (AG) Training

          o Development Dimensions International (DDI) Training

          o Stephen Covey

          o Ken Blanchard – Situational Leadership

          o Other Leadership Development Programs

• Performance Management

• Customer Service

• Harassment Prevention & Employment Law/Compliance Programs

• Assessments (i.e. 360s, Emotional Intelligence, DISC, Myers-Briggs, DDI, and/or other assessments)

• Process Improvement Training

• Communication Skills (Professional Business Writing, etc.)

The ideal candidate will have the following job experience:

• Conducting needs assessment supporting leadership development 

• Instructional design experience; developing effective leadership development

    programs

• Facilitation skills experience for supervisors, managers, and senior leadership

• Leadership level- presentation skills

• Consultation experience to support performance improvement and career development discussions

Succession planning and career planning

• Performance Management

• Assessment administration (i.e. 360s, Emotional Intelligence, DISC, Myers-Briggs, DDI, and/or other assessments)

• Harassment Prevention & Employment Law/Compliance Programs

• Process Improvement program facilitation experience

• Customer Service program facilitation experience

• Communication Skills (Professional Business Writing, etc.) program facilitation

   experience

• Facilitation experience with Achieve Global, Development Dimensions International, and/or other established leadership content

• Instructional design experience with self-directed programs, web-based programs is preferred.
