Hillsborough County Government consists of many independent agencies with over 9,000 combined employees.  We provide a wide range of municipal services to the citizens of Hillsborough County, including law enforcement, detention, fire, street construction and maintenance, courts, library, parks and recreation, planning and zoning, property appraisal, tax collection, water, sewer, and solid waste collection services. In addition, we also employ professionals, paraprofessionals, and clerical staff in a wide range of service support functions, including management, finance, information technology, human resources, facilities, communications, etc.

Performs professional and administrative duties analyzing and monitoring current and past budget and financial data, analyzing budget requests, and developing budget and revenue projections to ensure current fiscal goals and objectives are met.

Depending on assigned area of responsibility, incumbents in the position may perform one or more of the activities described below.
  • Develops budget schedules and procedures to assist agency and department staff in submitting budget requests.
  • Prepares draft budget resolutions and amendments for approval by the Board of County Commissioners and advises department staff on updating appropriations and budget documents.
  • Analyzes current and anticipated revenues, expenditures, continuing costs, and other relevant data to assist department directors and managers in identifying funding sources and in developing a budget.
  • Coordinates the improvement of internal systems and procedures with directors, managers, and supervisors to develop accounting, recording, and reporting structures.
  • Conducts annual and special user charge and capacity fee rate studies in compliance with bond, ordinance, and regulatory requirements.
  • Analyzes and evaluates short and long range departmental operational and capital budgetary requests to see they are commensurate with the County's goals and objectives.
  • May conduct studies of other agency/department's business processes, policies, procedures and organization and recommends changes to improve organizational and operational effectiveness.
  • Examines financial statements of outside agencies doing business with the County.
  • Reviews new laws and regulations to determine impact on county operations.
  • May supervise subordinate personnel.
  • Performs other related duties as required.


  • Considerable knowledge of the laws and regulations related to fiscal policy, budget and expenditures.
  • Considerable knowledge of generally accepted accounting principles, practices and procedures.
  • Considerable knowledge of the methods and techniques used to develop revenue projections and expenditure forecasts.
  • Considerable knowledge of current government budget principles, practices and procedures.
  • Considerable knowledge of organizational accounting and reporting requirements.
  • Some knowledge of operational policies, rules, regulations and ordinances.
  • Ability to use a computer and related software.
  • Ability to communicate effectively both orally and in writing.
  • Ability to work effectively with others.
  • Ability to research, collect, organize and analyze fiscal and non-fiscal data and develop logical conclusions.
  • Ability to maintain work related records and prepare reports.
  • Ability to plan, organize and supervise the work of others.


Note: Minimum Qualifications MUST be attained before the recruitment ending date.


Bachelor's degree with a major in Political Science, Public Administration or any business field; and
Four years of experience as a professional accountant, economist, budget or fiscal analyst, or internal auditor.




Master's Degree in Political Science, Public Administration, or any business field; and

Three years of experience as a professional accountant, economist, budget or fiscal analyst, or internal auditor.




Bachelor's  degree with a major in Political Science, Public Administration or any business field; and

Certification as a Certified Public Accountant or Certified Internal Auditor; and

Three years of experience as a professional accountant, economist, budget or fiscal analyst, or internal auditor.




Associate's degree in any business field; and

Six years of experience as a professional accountant, economist, budget or fiscal analyst, or internal auditor.




Graduation from high school or possession of a GED Certificate; and

Eight years of experience as a professional accountant, economist, budget or fiscal analyst, or internal auditor.


Possession of a valid Driver License.

    OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list. To be considered for the same classification under Open recruitment, internal candidates must also apply under the open recruitment process.
