ACCOUNTING MANAGER (FINANCE)

In addition, we also employ professionals, paraprofessionals, and clerical staff in a wide range of service support functions, including management, finance, information technology, human resources, facilities, communications, etc.

MAJOR FUNCTION

Performs managerial, administrative and supervisory duties in planning, organizing and directing, or assisting in the direction, of accounting activities within a major department, division or a large accounting function.

MAJOR DUTIES

  • Supervise three finance department employees.
  • Coordinate work of annual audit to include preparing annual financial statements, footnotes, and MD & A.
  • Prepares, or assists in the preparation of the annual budget coordinating with all organizational departments to include payroll budgeting and planning. Monitor status of allocated funds.
  • Ensure TRIM process maintains compliance with state and local laws.
  • Maintain all Treasury Management services and advise CFO of proper courses of action.
  • Prepare monthly and quarterly financial statements for distribution to board and county authorities.
  • Stay abreast of all statutory requirements and standards as set forth by GASB to ensure organization remains in compliance.
  • Formulate, or participate in the formulation of accounting policies, systems, controls and procedures, and monitor their implementation.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of GASB, GAAP, & FASB. 
  • Considerable knowledge of accounting systems to include accounting software.
  • Knowledge of the laws, rules, and regulations controlling budgetary, fiscal record-keeping and payroll processing.  
  • Ability to establish and maintain working relations with others within and outside the organization.
  • Ability to communicate effectively both orally and in writing.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Bachelors degree with a major in Accounting; and
Four years of Governmental Accounting experience in a supervisory role.

OR

Master's degree with a major in Accounting; and
Three years of Governmental Accounting experience in a supervisory role.
 

OR

Bachelor's degree with a major in Accounting; and
Certification as a Certified Public Accountant; and
Three years of Governmental Accounting experience in a supervisory role.

OR

Associate's Degree with a major in Accounting; and
Two years of experience in bookkeeping or financial record keeping; and
Four years of Governmental Accounting experience in a supervisory role.

OR

Graduation from high school or possession of a GED Certificate; and
Four years of experience in bookkeeping or financial record keeping; and
Four years of Governmental Accounting experience in a supervisory role.

OPEN AND CLOSED RECRUITMENTS:  We are running concurrent Closed (Internal) and Open recruitments. Internal candidates on a closed eligibility list must be considered first, prior to a selection being made from the open eligibility list.
