MAJOR FUNCTION

Performs professional accounting duties managing an accounting system involving a variety of financial transactions, or in conducting/directing internal auditing of complex accounting/fiscal records, systems, and procedures.

MAJOR DUTIES

Note: The following duties are illustrative and not exhaustive. Depending on the particular agency/division/department to which they are assigned, individual employees may perform one or more of the duties described below.

  • Supervises the payroll, accounts payable and accounts receivable functions for a government agency utilizing a Great Plaines accounting platform.
  • Monitors and controls the operations of an advanced computerized financial accounting system to ensure the integrity, reliability and effectiveness of accounting records and financial statements.
  • Works with key users to identify process and systems improvement opportunities.
  • Prepares financial statements in compliance with Generally Accepted Accounting Principles, Florida Statute and IRS requirements.
  • Participates in long-term strategic planning and goal-setting for the accounting department as well as the agency.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS, & ABILITIES

  • Considerable knowledge of generally accepted accounting principles and procedures.
  • Considerable knowledge of generally accepted governmental accounting principles.
  • Considerable knowledge of computerized accounting systems.
  • Considerable knowledge of the specific accounting and reporting requirements and the complete accounting cycle of the organization to which assigned.
  • Considerable knowledge of budgetary procedures and controls.
  • Considerable knowledge of payroll process and HRIS/Payroll integrations.
  • Ability to use a computer and related software.
  • Skill in the application of management and supervisory techniques.
  • Ability to communicate effectively both orally and in writing.
  • Ability to establish and maintain effective working relations with others within and outside of the agency.
  • Ability to communicate effectively both orally and in writing.
  • Ability to collect, organize and evaluate data and to develop logical conclusions.
  • Ability to plan, organize and supervise the work of others.

MINIMUM QUALIFICATIONS

Note: Minimum Qualifications MUST be attained before the recruitment ending date.

Graduation from an accredited four year degree granting college or university with a major in Accounting or Finance; and
Certification as a Certified Public Accountant; and

Four years of professional governmental accounting experience, two years of which must have included payroll and supervisory experience in an accounting department; and
A passing score on a written test.

OR
A Master's Degree from an accredited college or university with a major in Accounting or Finance; and
Three years of professional governmental accounting experience as a professional accountant, two years of which must have included payroll and supervisory experience in an accounting department; and
A passing score on a written test.

OR
An Associate's Degree from an accredited college with a major in Accounting or Finance; and
Two years of experience in bookkeeping or financial record-keeping; and
Four years of professional governmental  accounting experience, two years of which must have included payroll and supervisory experience in an accounting department; and
A passing score on a written test.

OR
Graduation from high school or possession of a GED Certificate; and
Four years of experience in bookkeeping or financial record-keeping; and
Four years of professional governmental accounting experience, two years of which must have included payroll and supervisory experience in an accounting department; and
A passing score on a written test.
