INTRODUCTION

The Fresno County Library currently has an excellent career opportunity available to qualified individuals for the position of Senior Network Systems Engineer in the San Joaquin Valley Library System (SJVLS). The SJVLS is a Joint Powers Agency encompassing ten public library jurisdictions in seven valley counties. The SJVLS provides a networking infrastructure linking these ten public libraries to assist in the delivery of public service. This infrastructure includes a shared library automation system, a telecommunications network that provides public Internet access, shared electronic resources, and a referral service for advanced reference queries, inter-system delivery of books and materials, and other related activities.

 

The eligible list established from this recruitment may be used to fill future Senior Network Systems Engineer vacancies in this and other departments.

 

The Senior Network Systems Engineer performs a wide variety of assignments and principally serves in a lead capacity for the design and management of the SJVLS Wide Area Network, network security, provision of Internet Service, and over lower level staff in assigning, evaluating, and reviewing assignments. The Senior Network Systems Engineer also develops procedures and tools for member library technical support and participates in enterprise server management including hardware and software specification and daily operations as well as desktop configuration and maintenance.

NOTE: The incumbent must be willing and able to work evenings and weekends (including Sundays) and to travel between worksites including the various Library branches of the SJVLS. The travel area may range up to approximately 200 miles.

MINIMUM QUALIFICATIONS:

 

Experience:     Seven (7) years of full-time, paid work experience equivalent to that gained as a Network Systems Engineer with Fresno County.

 

Substitution:    Thirty (30) semester units of completed coursework from an accredited college or university that is acceptable within the United States’ accredited college or university system may be substituted for one (1) year of the required experience.  Fifteen (15) of the required units must be in Information Technology, Computer Science, or a closely related field.

 

OR

 

Certification as a Microsoft Certified Professional (MCP), CISCO Certified Network Associate (CCNA), CISCO Certified Network Professional (CCNP), or an IBM Certified Specialist – AIX System Support may be substituted for one (1) year of the required experience.

 

OR

 

Certification as a Microsoft Certified Systems Engineer (MCSE), CISCO Certified Internet work Expert (CCIE), an IBM Certified Specialist – AIX System Administration, IBM Certified Specialist – AIX HACMP, or IBM Advanced Technical Expert – RS/6000 AIX may be substituted for two (2) years of the required experience.

 

License:           Possession of a valid driver’s license is required.

 

SAMPLES OF DUTIES:

 

  • Helps design, implement, monitor, and maintain enterprise networks using LAN/WAN internetworking technology, including network protocols and management systems.
  • Helps configure, install, and maintain network hardware, routers with access lists, network firewalls, and SNA gateways.
  • Helps administer and implement TCP/IP addressing and sub netting.
  • Works with data circuit providers to install and troubleshoot circuits.
  • Helps evaluate and recommends network hardware.
  • Monitors and troubleshoots hardware using network hardware diagnostic tools.
  • Organizes, develops, modifies, implements, and maintains systems software required to support network servers and the infrastructure.
  • Helps install and configure current standard operating systems for servers and PCs such as Microsoft Exchange 2008, LINUX, and PC based operating systems.
  • Performs backup and restore process and completes disaster planning.
  • Reads, interprets, and applies complex technical publications.
  • May design and maintain County Web sites.
  • Provides training and support to departmental staff.
  • May act in a lead capacity over lower level staff in assigning, evaluating, and reviewing their day-to-day assignments.

SELECTION PROCESS:

 

Depending upon the number of applications meeting the Minimum Qualifications and filing requirements, applicants may be scheduled for one of the following processes:

 

  • Written examination (weighted 100%).
  • Oral examination (weighted 100%).  An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant. The oral exam process may also include a written exercise designed to allow the panel to further evaluate a candidate’s knowledge, skills, and abilities necessary to perform the functions of the position.
  • Written examination (weighted 50%) followed by an oral examination (weighted 50%). Depending on the number of candidates who pass the written examination, only the top scoring candidates may be invited to participate in the oral examination.  Candidates not scoring in the top group may make up an active applicant pool.  If additional applicants are needed during the duration of the eligible list, an oral examination will be scheduled for candidates in the applicant pool.
  • Achievement Rating Panel (weighted 100% or pass/fail). An ARP includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates' education, experience, and personal qualifications are evaluated based on application materials submitted.  Candidates deemed most qualified will be considered further.

Successful candidates will be placed on an employment list effective for a minimum of 3 months (may be extended up to an additional 12 months), and certified in final rank order as vacancies occur.
