DEPARTMENTAL PROMOTIONAL OPPORTUNITY
This recruitment is open on a Departmental Promotional basis. Due to the Board action taken on October 27, 2009, consolidating Employment and Temporary Assistance with Children and Family Services- Child Welfare effective December 28, 2009, current Fresno County employees who possess permanent status in Budget Units 5610 (E&TA), 5611 (IHSS - Public Authority), 5641 (Child Welfare) and 7110 (Veterans' Service Office), and meet the minimum qualifications and filing requirements specified on this announcement are eligible to apply.
The Department of Employment and Temporary Assistance (Department of Social Services effective December 28, 2009) is offering an excellent career opportunity for an experienced and innovative professional to oversee their Adult Services Division.
The Deputy Director of Employment and Temporary Assistance, reporting to the Director of Social Services, works collaboratively as a key member of the administrative team to determine policy, develop programs and formulate operational objectives within federal and state legal requirements, County ordinances, policies, and procedural guidelines. The Deputy Director is responsible for administering one or more departmental programs, its activities, and staff in the development and implementation of department goals, objectives, management strategies, policies, comprehensive employment services strategy, supportive services capacity building, public information and employment services community liaison activities. Administrative duties include development and monitoring of programs, policies, procedures, systems, and subordinate staff consistent with regulatory standards and departmental goals and objectives. The person selected for this vacancy will be responsible for overseeing the Adult Services Division.

- Principles and practices of social services program development and administration.
- Principles of management and enforcement of conditions of a variety of contracts.
- Organization and functional structure of the County.
- Process and procedures of County budget preparation, review, and control.
- Federal, state, and local laws, regulations, and codes governing Social Sevices program areas.
- Grant development and administration.
MINIMUM QUALIFICATIONS:
Education: Graduation from an accredited college or university with a Bachelor’s Degree that is acceptable within the United States’ college or university system.
Experience: Three (3) years full-time, paid managerial experience in a human services setting.
Substitution: A Master’s Degree from an accredited college or university may be substituted for one (1) year of the required experience.
SAMPLES OF DUTIES:
- Participates in the development and implementation of the Department of Employment and Temporary Assistance goals, objectives, management strategies, policies, supportive services capacity building, public information and community based services liaison activities.
- Assists the Director in planning, directing, and administering the department with emphasis on development and monitoring of programs, policies, procedures, systems, and subordinate staff consistent with regulatory standards and departmental goals and objectives.
- Interviews, selects, trains, supervises, and evaluates subordinate management staff and directs activities and staff through subordinate managers and supervisors.
- Confers with lower level managers and supervisors on personnel matters and makes recommendations to the Director on disciplinary actions, promotions and terminations.
- Communicates and interprets department programs, goals, policies and procedures to staff, community agencies, and the public.
- Develops and manages related program budgets.
- Conducts and prepares or supervises the preparation of special studies, research, analysis, reports, memoranda, and correspondence.
- Represents the Department in meetings with the Board of Supervisors, commissions, committees, community and regulatory agencies, and other public groups.
- Reviews legislative activities affecting the delivery of services and advises management on policy and/or operational changes. Advises Director on needed legislation.
SELECTION PROCESS:
Depending upon the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for one or both of the processes listed below:
• Achievement Rating Panel (weighted 100% or pass/fail). A panel consisting of at least two members within a similar field of expertise as the vacancy will review application materials in order to evaluate candidates' education, experience, and personal qualifications. Candidates deemed most qualified will be considered further.
• Oral examination (weighted 100%). An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant. Candidates deemed most qualified will be considered further.
Successful candidates will be placed on an employment list, effective for a minimum of 6 months (the employment list established may be extended for an additional 6 months) and certified in final rank order as vacancies occur. The eligible list established from this recruitment may be used to fill future vacancies.
