The Fresno County Department of Child Support Services is offering challenging and rewarding opportunities for individuals interested in pursuing a career as a Child Support Officer. Child Support Officers are responsible for interviewing non-custodial parents in child support cases to establish support obligations and ability to pay, reviewing cases and payment records for compliance with court orders, and initiating remedial steps to assure compliance.

MINIMUM QUALIFICATIONS:
Experience: Two years of full-time, paid extensive public contact experience which involved interviewing and obtaining information from the public.
OR
One year of full-time, paid experience as a Child Support Assistant with the County of Fresno.
Substitution: Fifteen (15) semester units of academic work from an accredited college or university which is acceptable within the United States’ accredited college or university system may be substituted for the required experience.
Other: Ability to type at 25 net words per minute.
A typing certificate validated within the last 12 months is required
and must be submitted along with your application. Online typing

SAMPLES OF DUTIES:
- Interviews non-custodial parent or witnesses to obtain required information for support enforcement or paternity adjudication.
- Interviews non-custodial parent to determine ability to pay; obtains income and expense declaration from custodial and non-custodial parent; and applies all applicable laws to determine, compute, and calculate obligation or modification of child/medical support and enforce medical support.
- Secures necessary information and initiates legal action to establish paternity, support and/or medical support orders.
- Initiates correspondence to custodial parents, non-custodial parents, attorneys, state and local agencies; initiates reciprocal action with other jurisdictions.
- May negotiate support orders and/or dispositions of enforcement action in and out of court with non-custodial parents and/or attorneys subject to the approval of Child Support Attorneys.
- Prepares and processes a variety of documents related to child support and paternity proceedings, such as legal pleadings, support stipulations, and orders.
- Monitors caseload and payment records to insure that support obligations are being met in compliance with court order and initiates remedial steps when default occurs; initiates adjustments to correct accounting balances in the case of verified direct payments, over payments, etc.
- Prepares reports, correspondence, research, and special studies.
SELECTION PROCESS:
Depending upon the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for one of the following processes:
● Written examination (weighted 100%). Applicants meeting the minimum qualifications will be invited to participate in the written examination process tentatively scheduled for the week of November 30, 2009. It is the applicant’s responsibility to notify Personnel Services at (559) 488-3364 if written notification has not been received by November 23, 2009.
● Written examination (weighted 50%) followed by an oral examination (weighted 50%). Depending on the number of candidates who pass the written examination, only the top scoring candidates may be invited to participate in the oral examination. Candidates not scoring in the top group may make up an active applicant pool. If additional applicants are needed during the duration of the eligible list, an oral examination will be scheduled for candidates in the applicant pool.
● Oral examination (weighted 100%). An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy. Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.
Successful candidates will be placed on an employment list effective for a minimum of 3 months (may be extended up to an additional 3 months), and certified in final rank order as vacancies occur.
