INTRODUCTION

Fresno County’s Department of Behavioral Health has an excellent opportunity on their Legal Team for individuals interested in providing court evaluation and testimony primarily for clients on or referred for LPS Conservatorship.  A client on LPS conservatorship, as designated by Superior Court, is a client who cannot provide for his/her own food, clothing and shelter due to a mental disorder.

The Department of Behavioral Health provides mental health and substance abuse services to adults within the County of Fresno. Organizationally, the department is headed by the Director of Behavioral Health, and is divided into five (5) divisions: Administration, Managed Care, Outpatient System of Care, Substance Abuse Services, and Intensive Services. The programs within the department focus on delivering the highest quality of service.  There are over 400 professionals and staff dedicated to providing services in both metropolitan and rural areas. 

The Legal Team is comprised of two (2) licensed psychologists and two (2) Community Mental Health Specialists designated as Permanent LPS Deputy Conservator and Temporary LPS Deputy Conservator.  The team will be directly supervised by the Medical Director of Behavioral Health.  The team provides court evaluation, testimony and liaison with the Department of Behavioral Health.

The current vacancy is for a Licensed Psychologist in the Department of Behavioral Health; however, this list may be used to fill future vacancies in other County departments as they occur.

The successful candidate must possess the following:

  • Knowledge of LPS Conservatorship
  • Ability to perform as an expert witness to the local court system
  • Ability to accurately and thoroughly assess clients’ ability to provide for their own basic needs
  • Ability to present the combined recommendations of the Conservatorship Team to the court system
  • Basic computer skills

Preferred experience:  Five (5) years of postgraduate experience in the diagnosis and treatment of emotional and mental disorders . 

MINIMUM QUALIFICATIONS:

License: Current California License as a Licensed Psychologist, issued by the California State Board of Medical Examiners.

Possession of a valid California Driver License is required.

SAMPLES OF DUTIES:

  • Provides assessment of conservatees and clients referred for LPS conservatorship.
  • Provides court evaluation and testimony.
  • Provides 4011.6 and PC 1370.01 assessments.
  • Provides clinical oversight and treatment recommendations.
  • May administer and interpret psychological measurements for subsequent diagnosis, evaluation,  and therapy.
  • May provide clinical supervision and consultation to unlicensed personnel seeking to obtain licensure.
  • May provide clinical supervision and direction to other mental health staff.

SELECTION PROCESS: (Tentative)

Depending upon the number of applicants meeting the minimum qualifications and filing requirements, applicants may be scheduled for one of the processes listed below:

  • Written examination (weighted 100%).
  • Written examination (weighted 50%) followed by an oral examination (weighted 50%).  Depending on the number of candidates who pass the written examination, only the top scoring candidates may be invited to participate in the oral examination.  Candidates not scoring in the top group may make up an active applicant pool.  If additional applicants are needed during the duration of the eligible list, an oral examination will be scheduled for candidates in the applicant pool.
  • Oral examination (weighted 100%).  An oral examination includes a panel consisting of at least two members within a similar field of expertise as the vacancy.  Candidates are asked structured questions and must respond orally to allow the panel to evaluate the specific qualifications of each applicant.

Successful candidates will be placed on an employment list, effective for a minimum of 3 months (may be extended up to an additional 12 months), and certified in final rank order as vacancies occur.
