Summary Statement

This is an exempt position and serves at the pleasure of the Commissioner of Correction. The incumbent is responsible for assisting the Bureau Chief of Administrative Services in overseeing the Department’s annual capital and operating budgets, Central Business Office, Human Resources Section and Employee Development Center. This position reports directly to the Chief of the Bureau of Administrative Services. 

Essential Functions

  • Assists the Bureau Chief with organizing the Bureau of Administrative Services to ensure effective administration of the Department’s Central Business Office, Human Resources Office and Employee Development Center, ensuring compliance with all federal, state and agency rules, regulations, policies and procedures.
  • Assists the Bureau Chief in directing, coordinating, and managing, through subordinate administrators, all fiscal, Human Resources and Employee Development programs and activities.
  • Assists the Bureau Chief with the preparation, administration and control of the Department’s annual budget of over $270 million.
  • Assists the Bureau Chief with the development and review of policies, procedures and guidelines to meet the needs of the Department.
  • Assists the Bureau Chief in analyzing, recommending and monitoring fiscal activities, expenditures, program initiatives, performance and trends within the Department.
  • Assists the Bureau Chief in providing daily administrative and technical guidance to subordinate staff to insure the effective operations of their units.
  • Assists the Bureau Chief through the preparation of all required reports, briefings, projections, fiscal analysis, and applicable recommendations for any remedial action necessary.
  • Assists the Bureau Chief with short and long term planning to ensure delivery of services to Departmental Managers.

JOB REQUIREMENTS for Deputy Bureau Chief of Administrative Services

Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelor’s degree or higher from an accredited college or university.
  2. Three years of experience in financial administration such as comprehensive analysis of programs, budgets, project services, alternatives, and costs; financial planning, revenue generation, revenue forecasting, expenditure forecasting, cash flow management and establishing internal control.
  3. Three years of experience in budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
  4. Three years of experience in developing solutions and providing recommendations, guidance and direction to management/officials in accomplishing organizational and operational goals and objectives and identifying and resolving issues.
  5. One year of experience in policy administration, which includes overseeing and directing the development, implementation and evaluation of policies. 
  6. Six months of experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors. 

Conditions of Hire
