Summary Statement

This is the senior level analyst primarily responsible for the Occupational Employment Statistics (OES) program. The incumbent develops occupational, wage, and employment statistics in cooperation with the U.S. Bureau of Labor Statistics (BLS) using BLS methodology. This position also involve running and operating the Local Employment and Wage Information System (LEWIS) software program to produce and publish employment and wage estimates derived from the OES program.

  • Collects accurate data and provides thorough analysis of industrial and occupational changes and trends in Delaware's labor market.
     
  • Provides Delaware labor market data and reports to administrators and planners in education and economic development and private employers.
     
  • Coordinates the dissemination of labor market information and related economic conditions by producing special data sets for educators, economic development personnel, government administrators and the general public.
     
  • Keeps abreast of developments and impending federal and state directives related to labor market trends, analysis techniques, and reporting requirements.

Job Requirements

JOB REQUIREMENTS for Senior Labor Market Analyst
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Six months experience in conducting studies which includes evaluating operations, programs, services, policies and procedures to determine efficiency, effectiveness, whether goals and objectives are met and compliance with laws, rules, regulations, policies and procedures.  
  2. Six months experience in inferential statistics such as correlation, t-tests, f-tests or analysis of variance.
  3. Six months experience in descriptive statistics such as the mean, median, mode or standard deviation.
  4. Six months experience in using statistical software such as SPSS or SAS.
  5. Six months experience in narrative report writing.
  6. Knowledge of labor market analysis which includes analyzing labor market supply and demand for specific occupations, unemployment and employment.  
  7. Knowledge of designing studies which includes determining study goals and objectives, information needed, data sources, sampling and collection methods.
  8. Knowledge of making recommendations for continuation or changes to operations, programs, services, policies or procedures based on findings.

Conditions of Hire

Union:  As a condition of accepting employment, the person selected for this position shall join and pay dues to the labor organization or may, instead not join but pay a service fee no greater than the dues.  The labor organization has been elected by employees as their representative for collective bargaining and other work related purposes.
