Summary Statement

Class incumbent assists in the direction of the clinical program and the operation of a group living facility for emotionally disturbed adolescents.

Selective Requirement

Selective Requirements must be met in addition to the job requirements.  Applicants who do not possess the selective requirement will not be qualified.

Possession of a Delaware mental health license such as a Licensed Professional Counselor of Mental Health (LPCMH), Licensed Clinical Social Worker (LCSW) or Licensed Marriage and Family Therapist (LMFT) or eligible within one year.

Essential Functions

Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class.   • Plans, coordinates and directs individual care and treatment programs for emotionally disturbed adolescents.
     
  • Assists in the establishment of internal operating policies and procedures compatible with the intent and purpose of the department's directives, statutes and State and Federal licensing standards.
     
  • Participates in the evaluation of the work of subordinate staff, and provides staff development through training and supervision. Interprets procedures and policies for staff as required.
     
  • Responds to inquiries from concerned parties including all complaints and requests made by youths, families and community.
     
  • Provides individual, group and family counseling as required for the treatment of emotionally disturbed adolescents. Manages treatment emergencies and crisis.
     
  • Investigates any irregularities and difficulties arising within the facility taking appropriate measures as required.
      
  • Recommends disciplinary and corrective action to superior.
     
  • Assists in the preparation of budget forecasts, and monitors facility operation expenditures.
     
  • Prepares reports and maintains records on client progress and behavior including incident reports and treatment records.

Job Requirements

JOB REQUIREMENTS for Residential Treatment Center Assistant Administrator
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral Science or Social Science or related field. 
  2. Three years experience in case management which includes assessing, planning, developing, implementing, monitoring, and evaluating options and services to meet an individuals human service needs. 
  3. Three years experience in making recommendations as part of a clients service plan such as clinical treatment, counseling, or determining eligibility for health or human services/benefits.
  4. Six months experience in child and adolescent development.
  5. Six months experience in behavior management such as  understanding, explaining, describing and predicting behavior, studying the connection between behavior and its causes and identifying appropriate behavior modification strategies for individual situations.
  6. Six months experience in interpreting laws, rules, regulations, standards, policies, and procedures.
  7. Six months experience in narrative report writing.
  8. Knowledge of staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.

Pre-employment Drug Testing:  Upon a conditional offer, you must undergo pre-employment drug testing as part of the hiring process.
