Summary Statement

Manage daily production support and operation of the First State Financials Purchasing Module & the State’s procurement card (PCard) Program.  Lead the effort to maximize the capability of the PO & PCard technology as a statewide information resource.  Work with peer managers & FSF Manager in developing maintenance & upgrade plans, implementation schedules, & testing protocols.  Execute full regression testing for defects or new software to ensure successful migration to production. Lead & participate in year-end closeout planning, testing & implementation for assigned functional area.

Preferred Qualification

Applicants who do not possess the preferred qualification will still be eligible to compete for this position if job requirements are met.

Six months experience in using standard computer software programs for word processing, spreadsheets or databases.

Essential Functions

  • Organizes, staffs, budgets and directs a statewide strategic Management Resource Information System.
     
  • Establishes long and short-term goals in order to meet strategic objectives of an integrated statewide automated information system.
     
  • Monitors and evaluates system requirements in order to meet established goals and objectives.
     
  • Develops, plans and implements major software enhancements and applications.
     
  • Oversees the training and development of staff and agency personnel on the technical procedural use of system information.
     
  • Develops project planning policies and procedures for statewide use.
     
  • Implements special projects, responding to various requirements for information not otherwise provided by current system capabilities.

Job Requirements

JOB REQUIREMENTS for Strategic Information Systems Manager
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Three years experience in information technology project management which includes planning, scheduling, staffing, coordinating, controlling, monitoring, evaluating and reporting on status of IT projects.
  2. Three years experience in designing, developing and maintaining information systems.
  3. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.

Conditions of Hire
