Summary Statement

The Chief of the Bureau of Correctional Healthcare Services is responsible for the oversight and management of the second largest budgeted bureau ($64,000,000) within the Department, including oversight of a contractual vendor that employs approximately 375 medical related staff.  This position is charged with providing leadership for a bureau that provides life sustaining services to all Department of Correction offenders, including Level IV and V facilities.  The Chief of the Bureau of Correctional Healthcare Services serves as a member of the Commissioner’s Executive Staff who set the direction of the Department of Correction through policy development, strategic planning and decision making.

Essential Functions

  • Directs plans and coordinates all health related services involving multiple programs, staff and fiscal activities for the Delaware Department of Correction.
  • Develops and implements strategies, policies, and standards that integrate program activities for all health information/records that impact program and plans throughout the Delaware Department of Correction.
  • Researches and interprets data on key issues for the Department and works with other state officials on issues of concern regarding health issues within the facilities. Assists in formulating policy to guide decision making relative to these issues.
  • Serves as a senior policy advisor to the Commissioner and represents the Bureau through media relations, meetings and with elected officials.
  • Develops the annual budget for the Bureau. Develops proposals for contractual services, operating agreements, public and private grants. Reviews project bids and proposals. Recommends funding.  

Job Requirements

Job Requirements for Bureau Chief, Bureau of Correctional Healthcare Services:

Applicants must have education, training and/or experience demonstrating competence in each of the following areas.

  1. Bachelor’s degree or higher in a Behavioral or Social Science or a related field and a Delaware professional license or eligibility for a Delaware license in a health/medical field or practice.  
  2. Five years of experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.  
  3. Five years of experience in strategic planning such as planning and mapping a path between the present and future usually for three to five years by determining key objectives, how to accomplish the key objectives, what strategies should be used, what activities would contribute to accomplishing the key objectives and developing performance measures to gauge and report progress or success.  
  4. Five years of experience in developing policies and procedures.  
  5. Three years of experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.  
  6. Three years of budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue; and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
