Summary Statement

The incumbent in this position will coordinate Special Education services for students who are Blind & Visually Impaired. The duties include: developing and providing oversight of policies and procedures required by IDEA, Section 504 of the Rehabilitation Act; providing training and technical support to professionals in the application of regulations and policies; serving as a liaison with the Department of Education, school districts and other agencies; developing reports and grant proposals; analyzing and evaluating data, programs and materials; supervising assigned programs and staff. In addition, the incumbent will be responsible for budget management and accountability.

Essential Functions

  • Coordinate Special Education services statewide for all students who are Blind & Visually Impaired through an itinerant program.
  • Develops and provides oversight to the implementation of policies and procedures for the education of students who have disabilities as required by state and federal laws; e.g. IDEA and Section 504 of the Rehabilitation Act. 
  • Provides technical assistance and training to education and other Division professionals in the application of relevant regulations/policies to the education of visually impaired.
  • Liaison with Department of  Education, school districts and other agencies on matters of students with visual disabilities, etc. 
  • Writes reports, develops grant proposals and analyzes/evaluates programs, materials and policies, as required. 
  • Provides direct supervision of educational personnel and programs in Division's itinerant program. 
  • Overall management and accountability for budget as related to areas of responsibility.

Job Requirements

JOB REQUIREMENTS for Principal 
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. A Master's Degree in educational leadership from a regionally accredited college, or a Master's Degree in education from a regionally accredited college and current and valid Principal or Assistant Principal certificate from another state, or a Master's Degree in any field from a regionally accredited college and successful completion of a Delaware approved alternative routes to certification program for school leaders.

  2. A minimum of three (3) years teaching experience with students who are visually impaired and/or students who have other special education needs.  

Conditions of Hire

Criminal background check:  A satisfactory criminal background check is required as a condition of hire.  The recruiting agency may require the applicant to pay for the criminal background check as part of the conditional offer of hire.
