Summary Statement

The Department of Transportation seeks a Director of Technology and Innovation to provide leadership, direction to a staff of State and contractual employees, while leading the initiatives to cultivate and drive innovation across the department in support of DelDOT’s mission, vision and goals. This position collaborates with the Senior Leadership Team and other key stakeholders to set strategic goals, developing IT operational benefits, and corresponding business cases and foster technology innovations across all divisions. This position reports directly to the Cabinet Secretary, and is a member of the Department’s policy-setting Executive Management and Strategic Leadership Teams.

Preferred Qualification

  1. Experience in using an integrated Enterprise Resource Planning (ERP) system.

Essential Functions

  • Responsible for developing and administering the Division of Technology Innovation’s $24 million budget and providing input into the allocation of funds for Technology Services.
     
  • Provides recommendations, guidance and direction to management for the purpose of understanding, meeting organizational and operational goals and objectives and identifying/resolving problems/needs.
     
  • Interprets, explains, and applies applicable state and federal laws, rules, regulations, policies, and procedures.
     
  • Provides representation at meetings, hearing, contract negotiations, presentations, proceedings, and committees.
     
  • Collaborate with others to identify opportunities to enhance business services through technology
     
  • Identify and assess upcoming investment needs and facilitate planning and communication of requests.
     
  • Foster and cultivate technology innovation across all divisions within the department.
     
  • Serves as the department liaison with the Department of Technology and Innovation.
     
  • Work in partnership with senior leaders on strategic initiatives related to Technology Innovation to continuously improve policies, standards, and procedures by anticipating issues, providing advice and sharing knowledge and best practices.
     
  • Responsible for developing and administering the Technology Innovation budget and providing input into the allocation of funds for Technology Services.
     
  • Monitors and analyzes program expenditures for compliance with federal regulations and contractual agreements and projecting budget requests and federal reimbursements. 
     
  • Interfaces with agency officials, federal government representatives, program representatives, and employees in order to compile and analyze data and recommend improvements or solutions.
     
  • Analyzes pertinent legislation and state/federal regulation to anticipate the effect on the agency's operations.

Job Requirements

JOB REQUIREMENTS for Director of Technology and Innovation

Applicants must have education, training and/or experience demonstrating competence in each of the following areas.

  1. Possession of a Bachelor’s degree or higher in Information Technology, Computer Science or related field.
  2. Five years experience in information technology development and implementation.
  3. Five years experience in identifying, evaluating, and implementing emerging technologies.
  4. Five years experience in developing and implementing a technology innovation framework.
  5. Five years experience in managing technology modernization programs.
  6. Five years experience in managing large strategic initiatives and corresponding budgets.
  7. Five years experience in operations management which includes planning, directing, coordinating, controlling, and evaluating operations typically through subordinate supervisors.
