The incumbent develops/reviews specifications for goods and non-professional services for centralized state contracts; develops proposal criteria with the user agencies; prepares bid requests; records and opens bids; reviews/evaluates vendor proposals, presentations and overall performance; negotiates proposal terms and conditions; recommends award; prepares award/no award documents; documents benchmarked information gathered from other states or national organizations.
