Summary Statement

The class incumbent is responsible for directing and managing rehabilitation, social services, therapy programs, and contracted patient services in a long term health care facility.

  • Directs the work of 30-40 professional para-professional, technical and clerical employees. 
  • Annual operating budget:  over 1 million.
  • Responsible for 6-10 contracts.

Nature and Scope

The class incumbent reports to an administrative superior and is responsible for ensuring the provision of rehabilitation and support services of the facility under the requirements of the Ominibus Budget Reconciliation Act of 1987 (OBRA). The incumbent is responsible, through supervision of a staff and program development, for directing, coordinating and overseeing social services, activity therapy, medical adult day care, physical therapy, beauty and barber shop services, volunteer services and pastoral care programs. The incumbent develops and manages contracted services such as occupational and speech therapy, radiology and podiatry services; serves on facility committees to improve and develop services to ensure interdepartmental cooperation. The incumbent monitors programs, develops goals and devises corrective action plans with staff to ensure the facility is in compliance with local, state and applicable regulations and standards.

Essential Functions

  • Directs, manages and coordinates the social service, medical adult day care, physical therapy, beauty shop, activity therapy, volunteer and pastoral programs in a long term medical facility.
     
  • Develops, manages and directs contractual services for podiatry, radiology, physical therapy, religious services, occupational therapy, speech therapy, and clinical dietetic services.
     
  • Oversees, assigns, reviews and evaluates the work of managerial, supervisory and other facility staff.
     
  • Monitors, analyzes and evaluates programs; confers with staff in ensuring services to patients according to established goals, requirements and regulations. 
     
  • Formulates corrective action plans for the improvement of patient programs.
     
  • Serves on various in-house committees for improved delivery of services and development of new programs for patients.

Job Requirements

JOB REQUIREMENTS for Director of Rehabilitation & Human Support Services
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:

  1. Possession of a Bachelors degree or higher in Behavioral or Social Science or related field.
  2. Six months experience in health or human services program administration such as overseeing and directing the development, implementation and evaluation of health or human services programs and services; planning and establishing short and long range program goals and objectives. Providing advice to other agency organizational units through consultation.
  3. Six months experience in contract management and control such as ensuring compliance with terms of contracts; negotiating changes to existing contracts.
  4. Six months experience in budget management and control which includes managing a budget for the purpose of keeping expenditures within the limitations of available appropriations and available revenue and maintaining, monitoring, projecting and controlling a budget within set policies and procedures.
  5. Six months experience in developing policies and procedures.
  6. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others.
