Summary Statement

Incumbents in this class are responsible for the development, implementation and management of a Department's information/data processing resources.

Nature and Scope

An incumbent functions with general direction from an administrative superior. The area of responsibility is department-wide providing data processing services and resources for department operations and administration. Class incumbents ensure cost effective application of information/data processing resources through analysis of current and potential uses; coordination of existing systems; avoidance of duplication and enforcement of standard procedures for acquiring and maintaining information resources. Significant responsibilities include the design or technical oversight for the design of an intra-departmental network and software applications. In addition, an incumbent organizes and encourages department-wide participation in user groups and office automation committees. Typical contacts will include all levels of Department management, system users including those from other departments, Department of Technology and Information (DTI) management and vendor representatives.

  • Plans the coordination and integration of all data processing/information resources throughout the department, with DTI and other state and federal agencies.
  • Develops, implements and maintains progressive data processing capabilities
    throughout the department to include the design and modification of a data center and associated network.
  • Develops, plans and implements major software enhancements and applications.
  • Establishes standards for hardware and software selection bearing in mind the need to keep technology consistent with the statewide information management system, recommends and coordinates procurement of data processing system hardware and software.
  • Trains and develops staff personnel in the procedural use of information/data processing resources.
  • Implements special projects, responding as needed to various requirements for information not otherwise provided by current system capabilities.

Job Requirements

JOB REQUIREMENTS for Director DHSS Information Resource Management
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. Five years experience in information technology administration which includes planning, directing, and coordinating the design, development, implementation and maintenance of information management systems; plans short and long range IT goals and objectives; develops and enforces IT policies, procedures, rules and regulations. Provides advice to other agency organizational units through consultation. 
  2. Three years experience in operations management which includes planning, directing, coordinating, controlling and evaluating operations typically through subordinate supervisors.
  3. One year experience in budget development which includes developing a budget, analyzing financial data and making long and short range plans and projections.
  4. One year experience in contract administration which includes overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts.
