Description of Occupational Work

Fiscal Advisors analyze financial transactions and records and prepare financial statements and reports to control and account for funds of a State Agency in one or more fiscal function(s) such as accounts payable; accounts receivable; payroll; revenue management; cost or federal fund accounting; grant and/or contract management and procurement; and financial projections and reporting.

Work involves applying Generally Accepted Accounting Principles (GAAP) and ensuring compliance of work to applicable laws, rules, regulations, standards, policies, and procedures, as well as providing technical assistance on fiscal matters. Work ranges from performing standardized fiscal activities through to overall administration of an agency’s fiscal operations. 

Work of this series is distinguished from the Fiscal Associate class series by regularly applying accounting principles, practices, and standards to analyze, reconcile, summarize, and report on financial data, and maintain internal controls.  Employees in the Fiscal Advisor classifications perform some processing and fiscal support work as an adjunct to higher-level primary duties.

Note: This career ladder series incorporates levels I, II, and III.  Based on the level of work applicable to the employing agency and functional area, positions can be allocated up to level III.  The I level is to provide entry for hiring new employees into the class series and includes performing routine work under close supervision, with opportunity for growth. This does not preclude hiring new employees at higher levels.  To implement the career ladder, current employees are assigned to the level for which they meet job requirements and promotional standards. The promotional standards, a selection document under separate cover, sets forth the criteria that identify, measure, and verify successful performance at each level.  The advancement of employees through the career ladder is dependent on an agency's operational needs and distribution of work.   
 
The Fiscal Advisor IV, Fiscal Advisor V, Fiscal Manager, Fiscal Administrator I and Fiscal Administrator II levels, although not part of the career ladder, provide competitive opportunities for the movement of employees. 

Essential Functions

Essential functions are fundamental and core functions common to all positions in the class series. This is not an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, employees can complete job duties of a similar kind not specifically listed here.

  • Reviews and analyzes financial transactions and records to determine accuracy and monitors adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.

  • Analyzes, reconciles, and consolidates data to the general ledger from journals, records, and documents; takes trial balances and makes corrections, updates, and adjustments to bring funds into balance and maintains an audit trail.

  • Reviews financial transactions, classification and codes to ensure accuracy and recommends changes.

  • Maintains internal controls and applies accounting principles, practices, and standards.

  • Provides advice and technical guidance on matters in assigned fiscal function(s).

  • Compiles, analyzes and prepares a variety of statements and reports of financial health utilized in financial, budget, and personnel planning. 

  • Researches and provides data, reports and other documentation to state, federal and independent auditors and for other requests for financial information. 

  • Uses commercial and proprietary automated information systems and computer software to research, review, evaluate, and report on financial data.

  • Delivers excellent customer service to internal and external customers and the public in person, electronically, or by written communication.    

  • Communicates and interacts effectively with people across cultures, ranges of ability, genders, ethnicities, ages, and races. 

  • May be responsible for purchasing, disbursement, and inventory of equipment and supplies.

Levels of Work

Fiscal Advisor I
This is entry level fiscal advisor work analyzing financial transactions and records and preparing financial statements and reports to control and account for funds.  Employees perform the full range of Essential Functions, completing routine and standardized assignments under close supervision.  
  • Receives close supervision from a Fiscal Advisor V or higher; the supervisor provides specific instructions on all assignments, and frequent and detailed review of progress, accuracy, and quality of work.  Supervisory advice or assistance is readily available.   
  • Seeks guidance from higher-level staff on work that is outside a range of specified, acceptable procedures, standards, alternatives, and practices. 
  • Participates in trend and cost analysis to make financial projections and recommendations.  
  • May provide on-the-job training, guidance, and direction to paraprofessional or administrative support staff.  
  • Communicates effectively with a variety of agency staff such as fiscal or program staff, as well as clients, vendors, or others to gather, coordinate, and provide information.
Fiscal Advisor II 
This is experienced level fiscal advisor work analyzing financial transactions and records and preparing financial statements and reports to control and account for funds.  In addition to work performed by a Fiscal Advisor I, employees independently perform the full range of Essential Functions under general supervision.  This level may supervise two or more merit full time paraprofessional or administrative support positions; the elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire or fire and discipline.
  • Receives general supervision from a Fiscal Advisor V or higher; the supervisor provides general direction on all assignments, and regular review of progress, accuracy, and quality of work.  Supervisory advice or assistance is provided as needed. 
  • Certifies or serves as an internal approver for documents in financial systems and escalates documents requiring higher level approval as required.
  • Researches and analyzes transactions and records to reconcile more complex discrepancies or errors that may result in exceptions or involve atypical processing issues.
  • Assists with preparing mandated reports for grants, contracts, or other special funding. 
  • May perform more complex payroll entries and process payroll in automated information systems.
  • May lead staff by assigning, monitoring, and reviewing work and providing on-the-job training, guidance, and direction.
  • Communicates effectively with a variety of agency staff such as fiscal or program staff, as well as clients, vendors, or others to gather, evaluate, and provide information.
Fiscal Advisor III 
This is advanced level fiscal advisor work analyzing financial transactions and records and preparing financial statements and reports to control and account for funds.  In addition to work performed by a Fiscal Advisor II, employees independently perform complex fiscal advisor work with minimal supervision.  Examples of factors contributing to complexity include work that requires a broad, in-depth practical knowledge of accounting principles, practices and standards to review, resolve and approve financial transactions and documents.
  • Receives minimal supervision from a Fiscal Advisor V or higher; the supervisor defines objectives, priorities, and deadlines and assists the employee with unusual situations.
  • Researches and analyzes transactions and records in more than one automated information system, or other method used to track special funds, to reconcile complex discrepancies or errors.
  • Ensures fiscal compliance and prepares mandated reports including those for special funds.
  • Determines the need for budget modifications or transfer of funds, which may include requesting the drawdown of funds, based on trend and cost analysis and resulting financial projections. 
  • Makes recommendations for changes to processes, procedures and forms to improve efficiency and internal controls, and to ensure fiscal compliance.
  • May review and prepare payroll and advise on corrections or issues.  
  • Communicates effectively with a variety of agency staff such as fiscal or program staff, as well as clients, vendors, or others to identify or resolve challenges.    
Fiscal Advisor IV
This level leads fiscal operations at the division or department level.  In addition to work performed by a Fiscal Advisor III, employees are the top technical lead for all funds on behalf of an administrative supervisor OR top technical lead and subject matter expert of a fiscal function(s) at the department level.  A significant aspect of work at this level is leading and performing trend and cost analysis to make financial projections and recommendations. This level may supervise two or more merit full time paraprofessional or administrative support positions; the elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire or fire and discipline.
  • Receives general direction and guidance from technical or administrative supervisor in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives. 
  • Researches and analyzes transactions and records to reconcile all funds on behalf of an administrative supervisor or on behalf of a department fiscal function(s); determines the materiality of exceptions and impact of adjustments on the entire system; and ensures documentation of audit trails.
  • Leads trend and cost analysis to make financial projections and recommendations for budget, grant or contract preparation, planning and management. 
  • Establishes internal controls to ensure the reliability and security of funds and records.
  • Develops and revises processes, procedures and forms to improve efficiency and internal controls.  
  • May review, certify and approve agency payroll.
  • Communicates effectively with agency leadership, and a variety of agency staff such as fiscal or program staff, as well as clients, vendors, or others to provide advice, technical guidance, and recommendations.
Fiscal Advisor V   
This level supervises fiscal operations at the division or department level.  In addition to work performed by a Fiscal Advisor IV, employees supervise one or more fiscal function(s), research and resolve escalated issues and authorize financial documents on behalf of assigned fiscal operations. 
  • Receives general direction and guidance from a Fiscal Manager or higher in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives and supervises daily operations. 
  • Supervises fiscal function(s) which may include support services (i.e. fleet or facilities management, equipment maintenance or repair, inventory and grounds maintenance, or laundry, mailroom or commissary operations). 
  • Ensures adherence to agency budget, applicable agreements, grants, or contracts, as well as state or federal laws, rules, and regulations.
  • Supervision is exercised over at least two or more merit full time positions. The elements of supervision include planning, assigning, reviewing, evaluating, coaching, training, recommending hire/fire and discipline.
  • Makes decisions on complex or unusual challenges (highest level of non-managerial expertise); and only escalates or advises management when necessary.
  • Ensures deadlines and performance measures are met and monitors workflow to adjust priorities.
  • Monitors operations, records, reports and financial statements to assure that funds are properly spent; completes monthly, quarterly or annual reports of financial health.
  • May prepare grant or contract requests which includes coordinating with program or project managers, reviewing and making recommended changes to requests and assisting with submission. 
  • Communicates effectively with agency leadership, and a variety of agency staff such as fiscal or program staff, as well as clients, vendors, or others to ensure compliance and efficiency of accounting operations supervised and to resolve complex or unusual challenges.  
Fiscal Manager 
This level manages fiscal operations at the division or department level. This level is distinguished from previous levels by managing fiscal functions typically through supervisory and/or analytical staff that directly report to this class.  Positions supervising daily fiscal work as a significant part of the job would not be allocated to this level. 
  • Receives general direction and guidance from a Fiscal Administrator I or higher in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives and manages operations. 
  • Manages fiscal functions which may include major support services (i.e. fleet or facilities management, equipment maintenance or repair, inventory and grounds maintenance, or laundry, mailroom or commissary operations); and monitors, projects and controls budgets, grants and/or contracts within set policies and procedures.
  • Establishes and monitors long and short-term goals, objectives, performance and priorities in accordance with the business operations, mission and objectives of the assigned agency.
  • Oversees and approves payments of general or special funds and/or procurement and contract processes.  
  • Compiles, analyzes and consolidates financial statements and reports from various fiscal units or operating sections to provide comprehensive reports of financial health.
  • May plan, develop, submit, manage and report on grants.
  • May plan, develop, manage and report on contracts, including overseeing the development and negotiation of contracts and bid specifications; managing bid openings; awarding and executing contracts; and/or contract monitoring.
  • Communicates effectively with agency leadership, and a variety of agency staff such as fiscal or program staff, as well as clients, vendors, or others to provide expert advice and technical guidance on budgets, services, policies and procedures and to participate in strategic planning.
Fiscal Administrator I  
This level administers fiscal operations of a department.  This level is distinguished from previous levels by making final decisions on behalf of department leadership as the top fiscal expert and administering fiscal functions through supervisory or management staff that directly report to this class.
  • Receives general direction and guidance from an administrative supervisor or appointed official in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives and administers operations for an agency. 
  • Administers all fiscal functions for a department through supervisory or management staff which includes developing, implementing, reviewing, and evaluating fiscal programs, services, policies, and procedures; certifies and serves as final approver for all agency financial documents. 
  • Coordinates with agency leadership team to prepare annual budgets involving state, special and federal funds and makes revisions to reflect changes in receipts, estimates, costs or program needs.
  • Sets fiscal policy and establishes long- and short-term goals and objectives to maximize resources, effectiveness and fiscal compliance with state and federal laws, rules, regulations, standards, policies and procedures.
  • Develops methods for evaluating the effectiveness and compliance of all assigned accounting functions.
  • Monitors, reviews and analyzes the agency’s operating and capital appropriations to determine adequacy of funding, by funding source, and makes recommendations to leadership for improvements.
  • Establishes and oversees the compilation, preparation, and submission of annual year-end reports and serves as agency audit coordinator to provide information to state, federal and independent auditors.  
  • Communicates effectively with state officials, agency leadership, and fiscal or program management to present recommendations and advise on major policy issues that impact the agency’s financial position.
Fiscal Administrator II
This level administers large, complex fiscal operations of a department.  This level is distinguished from previous levels by administering fiscal functions including significant budgets, grants, contracts and other special funds through management or administrative level staff that directly report to this class. 
  • Receives general direction and guidance from an appointed official in terms of broad goals and objectives; employee establishes the methods for achieving goals and objectives and administers operations for an agency. 
  • Administers all fiscal functions for a department through management/administrative staff which includes developing, implementing, reviewing, and evaluating fiscal programs, services, policies, and procedures; certifies and serves as final approver for all agency financial documents. 
  • Makes decisions on behalf of agency leadership on all matters as the top fiscal expert impacting significant budgets, grants, contracts and other special funds.  
  • Oversees administration, compliance and reporting of significant grants, contracts, special funds and/or support services.

Note: Employees are not required to be proficient in the KSAs listed in this section at entry, but within six months to one year of performing work as described in each level of work.

  • Skill in interpreting and explaining applicable laws, rules, regulations, codes, standards, policies and procedures.

Job Requirements

JOB REQUIREMENTS for Fiscal Advisor II
Applicants must have education, training and/or experience demonstrating competence in each of the following areas:
  1. One year of experience in compiling, analyzing and reporting on financial data to ensure effective and efficient accounting of funds or to make projections for financial planning. 
  2. One year of experience in ensuring compliance of financial transactions with budgets, applicable agreements, grants or contacts, and state or federal laws, rules, and regulations. 
  3. Six months' experience in researching and analyzing accounting transactions and records to reconcile discrepancies or errors and maintain an audit trail.
  4. Coursework, training and/or work experience in staff supervision which may include performing as a lead worker overseeing the work of others.
